Job Description Job ID: HPJP00072885 Position: Business Analyst Duration: 6 Months Clearance: Public Trust or Secret Clearance Looking for candidates eligible to work in the US indefinitely without restrictions Job Description: Responsibilities: This Business Analyst role supports Defense Manpower Data Center (DMDC) service delivery engagement supporting the Real-time Automated Personnel Identification System (RAPIDS) and Self-Service teams. As a Business Analyst, the candidate will interact directly with clients, users, and all project team members, acting as the conduit between stakeholders, users, and the software delivery organization. Key responsibilities include documenting business objectives and business processes, defining functional requirements and business rules, validating system design and testing artifacts, and assisting in testing and deploying the solution. The Business Analyst works with clients to determine application deployment readiness, and to respond to clients calls for assistance. The ideal Business Analyst must be able to apply business and analytical skills using established frameworks, methodologies, and processes. Our Business Analysts are comfortable working as a team member or a team leader, working independently, or in multidisciplinary project teams. They are adaptable, resourceful, and can tailor their approach to fit different organizational cultures. Business Analyst IV is an expert level position that requires expert level knowledge of the application delivery life cycle and requirements management methodologies, processes, tools, and standards. The Business Analyst will act as a liaison between the client and technical solutions/support groups, using advanced communication skills to elicit, document, analyze, and validate business processes, systems, and solution requirements. The Business Analyst will coordinate and participate in all aspects of the business cycle, including proposals, feasibility studies, and implementations. The Business Analyst will be an effective communicator, self-motivated, and able to work proactively in a dynamic environment with clients, Applications Delivery team members, project managers, other business analysts, and Business Operations team members. Required Skills: Requirements Elicitation - Researching, interviewing. Facilitation - Preparing and leading workshops (eg, JAD) and information-gathering sessions. Requirements Determination - Using structured, repeatable processes for documenting, analyzing and validating requirements. Business Analysis - Evaluating information from multiple sources; decomposing high-level information into details; abstracting low-level information; distinguishing requests vs. needs; distinguishing requirements from solutions; and classifying, synthesizing, and prioritizing requirements. Structured Requirements: Capturing details with precision; driving out ambiguity; ensuring consistent understanding across clients, designers and testers. Business Process Modelling - Documenting and diagramming current state business processes, then deriving and documenting/ diagramming desired/future state high-level business processes; creating use cases and user stories. Scope Management - Defining scope, managing expectations, identifying potential change. Requirements Management - Creating and maintaining baselines and traceability. Change Management - Identifying, assessing, and managing changes. Issue and Risk Management - Identifying, managing, mitigating and escalating. Creativity and Problem Solving - Bringing innovative ideas to complex problems. Collaboration - Building relationships and working effectively with internal and external teams, at all organizational levels. Flexibility: Candidates must be flexible and able to adapt quickly and confidently to rapidly changing roles, objectives, and priorities. Leadership - Communicating vision clearly; providing inspiration, mentoring and feedback. Effective Presentations - Preparing and delivering at the right level of detail for each audience and delivering with a communicative, professional and engaging style. Educational background should include a Bachelor's degree in a technical or business discipline or equivalent experience and a minimum of 8 years related experience or a Master's degree and a minimum of 4 years of experience; IIBA CBAP™ (or equivalent) certification obtained; ideally, recognized industry certification Experience handling medium to large service delivery projects within the program, defining and progressing a project schedule.
