POSITION SUMMARY: The Information Systems Security Engineer (ISSE) will provide Information Assurance (IA) support for various information systems throughout the system development lifecycle. The candidate must be comfortable with providing customer and program teams with input as to how to meet various security requirements. RESPONSIBILITIES: The Information Systems Security Engineer (ISSE) shall perform, or review, technical security assessments of computing environments to identify points of vulnerability, non-compliance with established Information Assurance (IA) standards and regulations, and recommend mitigation strategies: Validates and verifies system security requirements definitions and analysis and establishes system security designs. Designs, develops, implements and/or integrates IA and security systems and system components including those for networking, computing, and enclave environments to include those with multiple enclaves and with differing data protection/classification requirements. Builds IA into systems deployed to operational environment and supports the building of security architectures. Assists architects and systems developers in the identification and implementation of appropriate information security functionality to ensure uniform application of Agency security policy and enterprise solutions. Develops, implements, and documents formal security programs and policies throughout the organization and monitors compliance to these policies and programs. Enforce the design and implementation of trusted relations among external systems and architectures. Assesses and mitigates system security threats/risks throughout the program life cycle. Contributes to the security planning, assessment, risk analysis, risk management, certification and awareness activities for system and networking operations. Generates certification and accreditation (C&A) documentation (ie. System Security Plans, Network Interface Planning Documents, etc.) providing feedback on completeness and compliance of its content to insure compliance with ICD 503 standards and maintains database entries with the requisite government agencies. Applies system security engineering expertise in one or more of the following: system security design process; engineering life cycle; information domain; cross domain solutions; commercial off-the-shelf and government off-the-shelf cryptography; identification; authentication; and authorization; system integration; risk management; intrusion detection; contingency planning; incident handling; configuration control; change management; auditing; certification and accreditation process; principles of IA (confidentiality, integrity, non-repudiation, availability, and access control); and security testing. Support security authorization activities in compliance with NSA/CSS Information System Certification and Accreditation Process (NISCAP) and DoD Information Assurance Certification and Accreditation Process (DIACAP) process, the NIST Risk Management Framework (RMF) process, and prescribed NSA/CSS business processes for security engineering. Monitors trends in information technology and security that could have an impact on the security of the organizations products, processes, infrastructure, or customers. EDUCATION & EXPERIENCE: Typically requires bachelors degree or equivalent and 10 to 12 years of related experience. Required: Bachelors degree in Computer Science, Information Assurance, Information Security System Engineering, or related discipline from an accredited college or university or equivalent Four (4) years of ISSE experience may be substituted for a bachelors degree. Ten (10) plus years of experience is required. Generate all documentation required by the ICD 503 Risk Management Framework Generate test plans based on required hardening guidance for system components Administer projects in the Xacta tool Administer projects in the Security Center scanning tool Coordinate test activities and execute test plans Coordinate with all required site personnel to facilitate security requirements Coordinate with project personnel to ensure that all security requirements are implemented and documented Desired: Experience in Configuration Management and SharePoint administration PHYSICAL DEMANDS: Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Some travel may be required.
