Acquisition Professional Lead
Job Description: CACI has an immediate opening for an Acquisition Professional, Lead in Annapolis Junction, MD. Provide acquisition support on functions of program management. Assist Government Program Managers (GPMs) in developing program documentation, creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated product teams. Provide expertise on the myriad of factors that influence cost, schedule, performance and risk. Advise in the interpretation and tailoring of DoD/NSA acquisition regulations/memorandums, and ensure affordable, supportable and effective systems are delivered to the customer. Provide assistance in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management programs. Must be knowledge of the guidelines provided by the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, and ICD 801 policies. Positive if the candidate possesses firsthand knowledge of the Defense Acquisition Management Information Retrieval (DAMIR) system. The candidate shall: . Assist the Government with coordination and advise in the areas of acquisition and program management of ACAT I, Tier I and Tier II Programs. . Assist the Government PMs by providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs) . Oversee input for and generation of Quarterly Program Management Reviews for the PEO and SAE on ACAT I, Tier I and Tier II programs. . Provide acquisition support and assist program managers in drafting program and acquisition documentation and performing risk assessments; . Assist Government Program Managers in developing program and acquisition documents, creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated product teams (eg Test and Evaluation Master Plan (TEMP), Initial Capabilities Document (ICD), Capabilities Development Document (CDD), Capabilities Production Document (CPD), Analysis of Alternatives (AOA). . Support the establishment of processes and their documentation in standard operating procedures. The contractor shall provide support in analyzing and creating improved policies, plans, methods, and procedures for acquisition programs. . Provide financial status reports for program offices, budget center managers and expenditure center managers as tasked and recommend funding adjustments as appropriate. . Use established NSA acquisition and financial management policies, procedures, regulations, and tools. . Review and approve all earned value, Estimate to Complete, Funds and Man-hour Expenditure Reports, or other financial reports as appropriate. . Review risk and risk mitigation activities. . Prepare program status reviews and other formal reviews to be presented to the GPMs and PEO. . Track financial execution performance information (commitments, obligations, and outlays) to keep the program manager informed of program execution status. . Supporting day-to-day operations and coordinating with developer, the customer, and others, as needed, to facilitate progress; Must possess 12 years of demonstrated combined experience in DoD or IC acquisition management, program management, and/or contract management. A Bachelors Degree in an acquisition related field is required (Masters Degree in acquisition/business related field desired). In lieu of a Bachelors degree, Project Management Professional PMP certification, or Contract Management CPCM certification, or DAWIA Level III in any other focus area, and an additional three (3) years of directly related experience for a total of fifteen (15) years may be substituted.
