Reports To: Provost Department: Academics Office Location: Charles Town, WV FLSA Status: Exempt Date Posted: June 28, 2017 Date Closing: Open Until Filled Synopsis of Role: The Dean of the School of Science, Technology, Engineering and Mathematics (STEM), shapes and articulates a vision, and executes upon the STEM school's strategic plan for the school's growth consistent within the established enrollment goals, mission and strategic plan of American Public University System (APUS). The incumbent leads and assesses STEM programs, courses, faculty, and staff with an eye to strengthening the quality of programs with a strategic focus on student retention, persistence, and completion; seeking appropriate accreditation and recognition from STEM related accrediting bodies. Additionally, the Dean serves as the subject matter expert within the School of STEM advancing APUS in offering high-quality online STEM degrees in specified programs and areas; fosters collaborative relationships within the University, as well as to external school/government/business/community agencies, industries and institutions, promoting the STEM school's image and reputation to the profession, other academic institutions, and the community. The Dean works with the Provost to develop, grow, and manage the department and its budget in order to obtain the resources necessary for the faculty and the department to fulfill their responsibilities in retention and student success, outreach, teaching and learning, scholarship, and to provide a pleasant, productive professional environment in which to do so. Essential Functions: The Dean serves as the STEM programs subject area expert, envisioning and designing overall program, curriculum, and assessment for the STEM programs. This individual establishes standards unique to online STEM programs and labs. The Dean develops and maintains a structure that promotes and supports collegiality within the STEM programs and supports a collegial environment across all schools and departments of the University to analyze and resolve concerns and issues. The incumbent supports and leads a culture in the STEM programs focused on student success with focus on retention, persistence, and completion of students at all levels. The Dean leads program reviews in the STEM programs, and creates, leads, and participates in Industry Advisory Councils for programs and disciplines. In addition, the individual recruits, selects, manages, and evaluates the Program and Faculty Directors for the STEM programs. This position also supports orientation and training for new and potential staff members within the STEM programs. The Dean maintains the quality of existing programs, develops new programs, and collaborates with Program Directors to ensure courses are scheduled and that faculty members satisfactorily fulfill teaching responsibilities. The incumbent leads the implementation and review of APUS learning outcomes, standards, and assessments in the STEM programs. In addition, the individual recommends new learning technologies for STEM programs and courses. The Dean also recommends and incorporates best online learning practices and pedagogy in STEM programs. The individual complies with accreditation and licensure requirements to ensure accreditation and licensure of designated STEM programs for which specialized accreditation exists. The Dean collaborates with the admissions and marketing department in the implementation and growth of STEM programs. The incumbent implements best practices established by the HLC, ACE, SOC, CHEA, ABET, NSA, and related STEM programs accrediting bodies, associations and organizations. In addition, the Dean maintains voting member status of the Curriculum Committee, participates on the Provost Council, and participates in Deans' meetings and convenes regular Program and Faculty Directors' meetings. The Dean maintains school metrics and conducts data analysis for improvement. The individual monitors program goals, relevance, and accuracy of degree paths. In addition, the Dean supports Special Programs and initiatives, and performs other duties as assigned by the Provost and President. The Dean also implements and manages University standards for managing online programs and faculty. Requirements Required Skills: APUS embraces the concept of continuous learning, exemplified through establishing and achieving standards for learning outcomes assessment, program quality, and faculty qualifications, all consistent with accreditation standards and best practices in online higher education. The incumbent encompasses this concept, and has the strong skills as an educator and entrepreneur particularly in building models and strategic planning. The candidate has experience with accreditation and licensure of STEM programs and with leading online STEM programs, as well as online education experience and experience with virtual and online labs. The Dean possesses knowledge of the essential processes to assure quality of an online university and electronic classroom platforms, including laboratory learning experiences. Additionally, the Dean collaborates and effectively communicates engagement across all levels of the University. The incumbent has a proven record of commitment to student success, persistence, retention, and completion. The individual has exceptional problem solving and decision making ability with commitment to customer service, flexibility in dealing with new and innovative situations, and the ability to meet critical and short notice delivery deadlines. In addition, the Dean has the ability to work effectively in a team environment and on various committees. Required Experience: It is required for candidates to have a Doctoral degree in a STEM related field, along with significant experience, training, and education in the areas of instructional design, educational leadership, instructional or educational technology, curriculum and instruction, and/or communications. The individual should possess a minimum of seven years of experience actively working in leadership positions at the University level. The incumbent should also have teaching experience in the higher education sector, as well as experience supporting and leading in a diverse work setting and promoting inclusiveness. The candidate should also have proven experience leading and managing STEM programs.
