BMD Program Analyst
JOB TITLE: BMD Program Analyst PROJECT OVERVIEW: This position is contingent upon contract award. OPNAV N96 is responsible for determining surface combatant force levels, shipboard and related support requirements, and major characteristics of programs involving weapon systems, cruisers, destroyers, frigates, command ships, patrol craft, and littoral combat ships (LCS). N96 executes planning, preparation, and execution in support of this mission. JOB DESCRIPTION AND RESPONSIBILITIES: Support the OPNAV N96 program management, analysis and resourcing of Integrated Air and Missile Defense (IAMD) programs (ships, sensors, weapons, combat and C2 systems). Specific tasks: Assist the Government with the development and analyses of capabilities, gaps, requirements, integration of missile defense systems, missile defense operational and systems concepts, and program strategies. Serve as the N96 point of contact for IAMD and other computer-based planning systems. Perform quantitative analysis and qualitative assessments of integrated air and missile defense (IAMD), anti-ship ballistic missile defense (ASBMD), theater ballistic missile defense (TBMD), homeland defense (HLD), national missile defense (NMD), anti-air warfare (AAW), and cruise missile defense (CMD) of ships and selected ground-based sites and systems, territories, friends, and allies. Provide analysis of Joint and coalition missile defense initiatives and Navy integration into coalition and Joint integrated air and missile defense (JIAMD). Demonstrate knowledge with US surface combatant platforms and associated war- fighting characteristics and capabilities for platforms, including experience with the Aegis Weapon System, Aegis Ballistic Missile Defense programs, or other Navy ACAT 1 Programs. Represent Navy policy and positions on issues to Missile Defense Agency (MDA) as directed. This will include reviewing data, producing reports, reviewing and providing analysis on implementing policy changes, identifying positive and negative trend data and providing analysis results for problem resolution. Provide analytical support and expertise as Aegis Ashore material development lead. This will include reviewing data, producing reports, reviewing and providing feedback on implementing policy changes, identifying positive and negative trend data and providing analysis results for problem resolution. Provide assistance with SECDEF directed studies. This will include reviewing data, producing reports, reviewing and providing feedback on implementing policy changes, identifying positive and negative trend data and providing recommendations for problem resolution. As directed by OPNAV, coordinate with MDA to identify and help manage material requirements such as spare parts and other logistics requirements. REQUIRED SKILLS AND QUALIFICATIONS: Security Clearance: Secret Seven (7) years of general experience, with at least five (5) years of hands-on experience in air and missile defense operations, programs, analysis and requirements. Ability to produce briefing slides, metric charts, program schedules, and organizational charts. Proficient in MS Office including Word, PowerPoint, Excel, and Adobe Acrobat. DESIRED SKILLS AND QUALIFICATIONS: Staff experience at OPNAV, NAVSEA or Program Executive Offices (PEOs)/Program Offices directly supporting ships and shipboard systems or staff support to Army, USMC and Air Force HQ staffs for air and missile defense issues and programs. Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization. Experience with Planning, Programming, Budgeting, and Execution (PPBE) System and the Joint Capability Integration and Development System (JCIDS).
