This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of the Defense Civilian Personnel management System (DCIPS) in order to develop executive programs and procedures for the DCIPS within the Department of the Air Force.
2. Knowledge of Air Force ISR mission and functions, goals, and objectives, organizational structure and individual program responsibilities, and relationships and key personnel and lines of authority to effectively support administrative activities and flow of information.
3. Knowledge of the laws, rules, regulations, executive orders, policies, and concepts governing the full range of civilian personnel/human capital management and administration.
4. Knowledge and skill in program management to effect budget development and program evaluation.
5. Skill in communicating effective with others, both orally and in writing, in working our solutions to problems or questions related to the work, writing clear and concise intelligence products and delivering written and/or verbal presentation to senior level audiences for decision making purposes.
6. Ability to plan and organize work to include setting priorities, developing and implementing strategies for accomplishment; and coordinating with other organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian Testing Program. Employee must pass initial and periodic drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security and public safety.
3. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
4. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
5. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
A newly appointed or reappointed employee may receive service credit for prior work experience or active duty uniformed service that otherwise would not be creditable for the purpose of determining his or her annual leave accrual rate. All creditable service must be directly related to the duties of the position being filled and decisions to allow for such credit must be finalized prior to the selectee's entrance on duty.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

This is a TERM position NTE 2 Years. (Term Appointments must exceed
12 months to meet the definition of TERM). Provided all criteria is
met in accordance with DODI 1400.25 Vol 2005, dtd 3/3/12 , the individual
selected for this position may be extended or made permanent without further competition.
- Serves as the Defense Civilian Intelligence personnel Systems (DCIPS) Program manager, developing and executing programs and procedures for the DCIPS within the Department of the Air Force.
- As the AF/A2 DCIPS Program manager, actively participates in strategic planning, development, implementation and sustainment of DCIPS within the Department of the Air Force.
- Serves as the primary liaison with Intelligence Community (IC) Personnel/Human Capital offices for the functional management of DCIPS.
- Serves as the principle DCIPS advisor to AF ISR Enterprise leadership and civilian workforce.
