JOB SUMMARY:

About the Agency

Would you like to join the more than 10,000 scientists, technicians, and support staff of the U.S. Geological Survey (USGS) who are working in more than 400 locations throughout the United States? The USGS Eastern Energy Resources Science Center (EERSC) and the Eastern Minerals and Environmental Resources Science Center (EMERSC) in Reston, VA are soliciting interest from qualified individuals to serve as a Quality Assurance Specialist (QA Specialist) for both Centers to implement a comprehensive Mission Area-wide Quality Management System (QMS) in EERSC and EMERSC research laboratories. The successful incumbent (1) has experience with laboratory quality assurance, (2) provides professional knowledge and experience to successfully coordinate and create standard operating procedures, (3) assists with laboratory compliance with quality assurance/quality control protocols or QMS; and (4) guides the deployment of all quality assurance processes and methods to ensure the validity, quality, integrity, reproducibility, and traceability of data in a laboratory and to meet critical Mission Area deadlines. Additionally, the QA Specialist provides support for laboratory analysts and personnel regarding QMS requirements; works with Laboratory Managers on the documentation, monitoring, and proper use of analytical equipment; ensures and validates data integrity and quality assurance processes as they relate to petroleum and mineralogical research; and performs root cause analysis, pre-audits, proficiency testing, and/or resolves corrective actions. What General Information Do I Need To Know About This Position?

This is a term appointment for which all qualified applicants with or without Federal status may apply and be considered. Appointment to this position, however, will not convey permanent status in the Federal service and will be for a period not to exceed 13 months with possible extensions up to a total of 4 years without further competition.

GS-12 Salary: $79,720 (Step 01) to $103,639 (Step 10)
GS-13 Salary: $94,796 (Step 01) to $123,234 (Step 10)

NOTE: First time hires to the Federal Government are typically hired at the Step 01.

    In addition to the basic education requirement, if you are qualifying based on specialized experience, you must meet the requirements listed below:

    GS-12

    One year of appropriate professional experience that is in or is related to the duties of the position to be filled; is qualifying if it is equivalent to at least the GS-11 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

    Examples of such professional experience may include: evaluating laboratories for quality assurance/quality control (QA/QC) or Quality Management System (QMS) compliance issues; modifying lab operations and/or procedures to obtain compliance with QA/QC protocol or QMS; providing day-to-day support to deploy and monitor quality assurance processes; reviewing scientific notebooks, laboratory logbooks, spreadsheets, and electronic records for compliance with QA/QC protocol or QAM requirements; assisting with development of corrective actions, as needed; assisting with internal and external audits; and updating and managing local laboratory quality assurance control documentation.

    GS-13

    One year of appropriate professional experience that is in or is related to the duties of the position to be filled; is qualifying if it is equivalent to at least the GS-12 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

    The complexity of this work typically required extensive modification and adaptation of standard procedures, methods, and techniques, and the development of totally new methods and techniques to address novel or obscure problems for which guidelines or precedents were not substantially applicable. At this level, physical scientists have wide latitude for the exercise of independent judgment to perform scientific work of marked difficulty and responsibility.

    Are There Any Special Requirements For This Position?

    • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.

    DUTIES:


    As a Physical Scientist (Quality Assurance Specialist) within the Eastern Energy Resource Science Center, some of your specific duties will include:

    1. Evaluates research laboratories for proper quality assurance (QA)/quality control (QC) practices and/or procedures, and for compliance with a Quality Management System (QMS).
    2. Assists laboratories with implementing modifications to laboratory practices and/or procedures to ensure compliance with QMS.
    3. Provides professional QA knowledge in research laboratories.
    4. Provides training, QA support, and performs root cause analyses, pre-audits, and corrective actions to implement a QA program.
    5. Assists with documenting and monitoring proper use of analytical equipment.
    6. Collaborates effectively as part of a multidisciplinary team of geologists, geochemists, physical scientists, and/or engineers.
    7. Demonstrates excellent communication skills and ability to present quality assurance findings and results in a clear and concise manner.
    8. Works with specialist(s) to conduct research and laboratory proficiency testing, create documentation of capabilities, and resolve internal and external audit deficiencies.
