1. Analyzes user needs to determine functional requirements for a wide variety of projects.
2. Performs project management functional allocations to identify tasks and their inter-relationships.
3. Researches, identifies, and recommends resources required for task execution and completion.
4. Performs project management functional modeling based on requirements analysis.
5. Serves as technical advisor to clients in assigned subject areas, recommends functional changes, and identifies areas for further investigation.
6. Consults with clients to determine optimum design for assigned projects.
7. Identifies, defines, and develops requirements for new systems or updates to existing systems to scope client needs.
8. Identifies emerging relevant technologies that may result in improvements to current processes and systems.
9. Writes, updates, and presents project documentation including system procedures, presentations, and training materials.
10. Oversees functional testing of systems, networks, and applications for delivery acceptance.
11. May provide guidance and work leadership to less-experienced analysts.
12. Maintains current knowledge of relevant technologies and subject areas.
13. Participates in special projects as required.
14. Oversees the production and update of technical diagrams and documentation of networks, systems, applications, and procedures.
15. Demands positive responsiveness to customer requirements, priorities and mission accomplishment.
16. Strong problem solving skills required.
17. Ability to plan, organize, manage, document, and brief projects for a military organization.
18. Strong customer service and communications skills (written and verbal) are a must.
19. Must possess and maintain a Secret Security Clearance.

The work is typically performed in an office environment, which requires normal safety precautions; work may require some physical effort in the handling of light materials, boxes or equipment.

Education 1. Bachelor’s Degree in a related technical discipline, or the equivalent combination of education, professional training, or work experience.


2. 5-8 years of related experience. 2 years project management experience required.


3. Project Management Professional (PMP) certification required. ITIL V3 Foundation certification desirable.

Qualifications 1. Comprehensive knowledge of the principles, methods, techniques, work processes, and applicable regulations in assigned subject-matter area(s).  2.
