Summary: This task includes continuing Audio Visual Support Center (A/VSC) requirements for the operations and management support for all media operations at the FBI.  This position is located in Clarksburg, WV. Relocation available.

 

Operations support accomplishes scheduling resources to support communication events, and facilitating and coordinating connection of those resources to successfully conduct communication events. Communication events are teleconferences, VTC and UC meetings, and live and delayed streaming broadcasts. Teleconferences currently use Polycom infrastructure, Sonus VX900 gateway devices, and the Ectocryp Black solution. VTC meetings currently use combinations of Cisco, Polycom, and Acano infrastructure. UC meetings currently use Microsoft Lync in conjunction with other audio, video, and Instant Messaging (IM) gateway systems. Streaming broadcasts currently use VBrick system technology. All meeting types may include both internal FBI and OGA participants and FBI-managed and OGA-managed sites. Support must be provided to FBI and OGA users and organizations to support meetings. Meetings may also connect with or otherwise leverage other government infrastructure such as JWICS or SIPRNET.

 

Management support achieves properly maintained and secured systems appropriate to the technology. Management support tasks include, but are not limited to:

  • Configuration updates
  • Periodic system configuration audits
  • System patching
  • Performing prescribed maintenance
  • Implementing approved change requests
  • Coordinating system changes with user and other operations staff as required
 

Resources to be supported are phone conference systems, VTC systems, UC interfaces with users and other agencies, streaming video, and digital signage technologies but may include additional media operations as they are adopted by the FBI. Work requires timely customer interaction, responsiveness to customer needs, concerted follow-through on all operations efforts, and management support to ensure systems are secured, maintained, optimally used, and fully valued. Customers include FBI and OGA contacts.

 

These requirements apply classified processing environments up to and including the SCI level and apply to unclassified processing environments as indicated and otherwise as the need arises. The contractor shall provide technical and practical knowledge required for scheduling and managing telephone meetings using phone conference systems that may be operated at FBI.

 

The candidate will be responsible to provide technical and practical knowledge required for:

  • Scheduling and managing VTC meetings using VTC systems that may be operated at FBI.
  • Scheduling and managing UC meetings using UC systems that may be operated at FBI.
  • Troubleshooting meeting problems, including issues capturing, recording, encoding, transmitting, or viewing streamed meetings.
  • Troubleshooting meeting problems, including issues joining, conducting, or participating in phone conference meetings, VTC meetings, and/or UC meetings.
  • Scheduling and managing streaming broadcast meetings using streaming systems that may be operated at FBI.
Additional responsibilities include:

  • Monitor meetings in progress when and only as directed by the government.
  • Support and standard operations and management procedures as they exist and are otherwise improved or established.
  • Support process improvement activities by recommending and documenting changes to existing processes or procedures.
  • Document support activities in accordance with enterprise practices.
  • Ensure gateway connections with other agencies are promptly identified and problems with gateway connections are resolved.
  • Perform standard system integrity and connection tests to ensure availability of all systems.
  • Provide standard performance and usage reports as directed by the government, with current and accurate information adequate for proper management of the systems.
  • Maintain inventory, support, and maintenance records as directed by the government to meet government purposes.
  • Interact with other vendors in a professional manner to support demonstrations, meetings, and other technical venues as requested to meet meeting or venue objectives.
  • Prepare meeting recordings with closed captioning as required.
  • Prepare meeting recordings for streaming or other publication by customizing the recording presentation formats or encoding standards.
  • Perform activities in this task during FBI core work hours or otherwise as required to perform maintenance and corrective services outside of FBI core work hours.
  • Perform scheduling, conference support, and troubleshooting activities in this task during work hours identified for VOC operation.
  • Perform activities in this task as needed for the duration of the POP.
 

Education
  • Associates Degree in a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.
Qualifications
  • Minimum of 2 years of AV/VTC experience.
  • Excellent knowledge of A/V equipment functions and usage.
  • Excellent computer skills with knowledge of Mac & PC operating systems.
  • Excellent skills in PowerPoint and Keynote programs.
  • Excellent communication skills with an ability to give instructions about operating A/V equipment.
  • Strong organizational skills and attention to detail.
  • Ability to plan and manage work responsibilities under time constraints, without direct supervision.
