In this position, you will serve as a Program Analyst and serve as an advisor to agency management on critical acquisition processes such as acquisition strategies, market research, acquisition planning, source selection planning, and request for proposal preparation for key agency programs. Ensuring that BMDS program/project requirements are properly identified, and acquired in accordance with Agency and DoD acquisition regulations and policies. Assess, manage and eliminate risk related to program cost, schedule and performance. Conducting acquisition planning and, in coordination with the technical program office, determine acquisition strategies to be used in the acquisition of a specific program element.

    You must have one year Specialized Experience equivalent to the NH-03/GS-13 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position.     Specialized experience required for this position is:

    Knowledge of acquisition of complex weapons systems and equipment or closely related systems and equipment development, procurement, and life-cycle management leadership in order to develop and implement successful integrated BMDS acquisition and operational policies, plans and assessments.

    This position requires Acquisition Workforce Level III certification in Program Management. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.
    Selectee must acquire 80 continuous learning points every two years.
    Selectee or incumbent must be able to obtain the appropriate certification level for their position.

    DUTIES:

    As a Program Analyst you will be responsible for the following duties:

    • Lead and manage all matters related to program cost, schedule and performance across the Ballistic Missile Defense System (BMDS).
    • Work with leadership to establish improved operating concepts and criteria and stimulate the development and integration of improved policies, methodologies, and techniques across the BMDS.
    • Assess, manage, and eliminate acquisition risk related to program cost, schedule and performance.
    • Develop acquisition directives and objectives to meet the MDA's objectives, goals and vision.
    • Develop and conduct management reviews, decision and information briefings related to acquisition policy, planning and assessment across the BMDS.
    • Develop acquisition strategies and recommend courses of action to keep programs on or ahead of schedule.
    • Ensure cost, schedule, and technical assessments of acquisition programs are capabilities driven, employ spiral development processes, and deliver expected performance within cost and schedule at reasonable risk.
    • Provide managerial and technical leadership to develop and implement successful integrated BMDS program acquisition and operational policies, plans and assessments.
