Citizenship- You must be a Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
Basic Experience- Must possess at least one (1) full year of experience that indicates knowledge of medical terminology and general understanding of the health record. Six months of the required one year of experience must have provided the knowledge, skills and abilities (KSAs) needed to perform medical records technician work. OR
Basic Education- Must possess at least two (2) years above high school with a minimum of 12 semester hours directly related to medical records technician work (e.g., courses in medical terminology, anatomy & physiology, and introduction to health records). (Transcripts Required) OR
Basic Experience and Education Combination- Must possess equivalent combinations of experience and education to qualify. The following educational/training substitutions are appropriate for combining education and experience:
(a) Six months of experience that indicates knowledge of medical terminology and general understanding of the health record and one year above high school with a minimum of 6 semester hours of health information technology courses. (Must provide transcripts which clearly document this education). OR
(b) Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or hospital training obtained in a training program given by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision may be substituted on a month-for-month basis for up to six months of experience provided the training program included courses in anatomy, physiology, and medical record techniques and procedures. Also requires six additional months of experience that indicates knowledge of medical terminology and general understanding of the health record. (Transcripts and documentation required to support this education).
English Language Proficiency- Medical Records Technicians must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
GS-09 Specialized Experience: Must possess at least one (1) full year of Specialized Experience that equipped you with the knowledge, skills, and abilities to perform the duties of this position at the GS-09 grade level. This experience must have been equivalent to at least the next lower grade level in Federal service. Specialized experience is experience selecting and assigning codes from the current versions of International Classification of Diseases (ICD), Current Procedural Terminology (CPT), and/or Healthcare Common Procedure Coding System (HCPCS); monitoring regulatory and policy requirements affecting coded information for the full spectrum of services and timely compliance with coding changes; collecting data, graphing and analyzing results; and performing audits of coded data. (A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position, salary/grade level, and the number of hours a week spent in such employment).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Requirements: The work may involve sitting, bending, stooping, and standing for long periods of time; may be required to carry records from one location to another. The majority of the work is performed in an office setting where the employee has access to a computer terminal, copier, fax, and printer. The selectee will receive many work-related interruptions during the workday, either in person and/or by telephone. Work area may be noisy due to customers in and out of the office and noise generated by operation of the photocopy/fax/printer.
This position is located in the Health Information Management Section of the Business Office at the Washington D.C. VA Medical Center. In this position you will perform as the Medical Records Technician (Coder) Auditor and be responsible for abstracting medical record data and assigning codes using current clinical classification systems appropriate for the type of care provided. You will serve as an expert of current coding conventions and regulations related to professional and facility coding. Major duties and responsibilities include, but are not limited to:
- Performs audits of encounters to identify areas of non-compliance in coding;
- Provides recommendations on appropriate coding and is responsible for maintaining current knowledge of the various regulatory guidelines and requirements;
- Works with staff to ensure regulations are met or areas of weakness are identified and reported to appropriate supervisor for corrective action;
- Performs prospective coding audits and utilizes results to identify processing inadequacies and re-educate coding staff where necessary;
- Coordinates retrospective reviews to ensure adequate auditing of coding activities;
- Acts independently to plan, organize, direct and control areas with emphasis on data validation, analysis and generation of reports associated with the Medical Center's health information management program
- Manages the professional health information management functions such as retrieving, reviewing and abstracting health record information;
- Determines quality control measures needed;
- Initiates and implements them by use of monitors and/or continuous review; and
- Other related duties as assigned.
Work Schedule: Monday thru Friday; 8:00 am to 4:30 pm
