The ideal candidate will have knowledge and experience in conducting detailed database queries using Business Intelligence tools and through the development and execution of SQL queries. This is a two-year Term appointment, with (one) two-year extension possible, and may not be converted to a permanent appointment.

    You qualify for this position at the GS-13 level (starting salary $94,796) if you possess the following:
    One full year of specialized experience, equivalent to the GS-12 level. Experience can be gained by working with integrated financial systems in the public or private sector, and MUST include the following:(1) Writing queries on a structured database (such as Oracle) to extract information to support decision making; AND (2) knowledge of Oracle BI tools, Interface with business customers, gathering requirements and delivering complete BI solutions; AND (3) experience in database design, architecture, SQL, PL/SQL, and database administration; and (4) knowledge of the Systems Development Life Cycle.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    In this position, you will serve as the principal advisor on agency financial management system matters. Typical assignments include:

    • Developing detailed requirements for integrated financial systems to support the FEMA Finance Officer’s mission.
    • Providing technical assistance and consulting in the area of business finance and budgeting and related acquisition processes.
    • Assisting in the identification, evaluation and recommendation of system solutions, preparing supporting analysis and other program management support with regard to program budgets, and looking for synergies among programs to optimize resources for the OCFO.
    • Providing appropriate lifecycle support to include planning, implementing and assessing performance of existing systems, assisting with any business process reengineering of information management systems.
