Computer Engineer, AST, Software Systems
The Applied Engineering and Technology Directorate (AETD), Software Engineering Division, Ground Software Systems Branch (Code 583) is seeking an experienced candidate to serve as a Senior Software Engineer in the organization. The incumbent will serve as the Product Development Lead for the Goddard Mission Services Evolution Center (GMSEC) ground system architecture and software applications. GMSEC is an open system architecture developed at GSFC, which allows for the simplified integration of commercial, government, and open source functional products to support configuration and development of mission operations centers. GMSEC is widely used to support GSFC missions, as well as at other NASA locations and across other U.S. space organizations.

In addition to meeting the Basic Education Requirement, you must have one year of specialized experience to the next lower grade (GS-13), which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
Specialized experience is defined as demonstrating technical expertise or technical leadership in the development and implementation of software systems for use in ground data systems. In addition, has experience facilitating project planning and management of software systems and activities; developing and implementing project management procedures, tools, templates, activities, and infrastructure.

Public Trust - Background Investigation
As a Computer Engineer specializing in Software Systems, you will manage and lead significant ground data system elements, products, or life cycle phases related to major agency functions, projects, or programs. In addition, you will manage and lead the development, testing, deployment, and sustaining engineering of ground data software systems. You will apply innovative and original approaches to overcome difficult and complex technical, management, and organizational problems. You will ensure software engineering activities are in compliance with organizational standards, policies, and procedures. You will prepare and present organizational and project technical reviews and status briefings. You will develop, analyze, manage, and defend technical and resource requirements. You will develop schedule and cost impact for proposed project requirements. You will recommend and establish methods and procedures to substantially reduce project costs. You will provide expert guidance for strategic planning and integrated project and program development. You will serve on Agency and government committees and working groups. You will direct, review, and evaluate contractor efforts and assesses technical progress against established schedules and resources.
You will ensure the organization’s strategic plan, mission, vision and values are integrated into the team’s strategies, goals, objectives, and work. You will communicate milestones and work assignments to the team, and distributes and balances workload among team members. You will report on progress in meeting milestones and deadlines for completion of assignments to the team, and will coach the team in the selection and application of appropriate problem solving methods and techniques. You will inform the supervisor of individual and team performance, accomplishments, and issues and recommends corrective actions where appropriate. In addition, you will represent the team’s consensus and conveys the team’s findings and apply a wide range of qualitative and quantitative methods to analyze and improve team performance.
