This position is located in the Fraud & Internal Investigation Division, Office of the Chief Security Officer (OCSO), Mission Support Bureau (MSB), Federal Emergency Management Agency (FEMA). In this position, you will supervise and promote the efficiency, effectiveness and integrity of FEMA programs and operations; prevent and detect fraud, waste and abuse; provide direction for investigations and audits; and provide a means for keeping the Director and DHS/FEMA leadership fully informed about problems and deficiencies. This position starts at a salary of $112,021 (IC-14).

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

You qualify for this position at the IC-14 level (starting salary $112,021) if you possess the following:
One full year of specialized experience at the IC-13 level or equivalent that demonstrates 1) conducting investigative interviews of witnesses or subjects; 2) briefing investigative findings and recommendations to management; 3) preparing written investigative reports; and 4) analyzing data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In this position, you will oversee the idenitification of potential offenses, respond to allegations of fraud, and conduct investigations. Typical assignments include:
- Directing, supervising, and executing day-to-day operations for the Fraud Unit.
- Conducting investigations and inquiries that may result from mission-related investigations, workforce requests for assistance, individual complaints, or referrals.
- Referring cases involving allegations of fraud, waste, abuse, malfeasance or misfeasance, collusion or violations of law or regulation immediately to the DHS Office of Inspector General or to appropriate officials immediately upon discovery.
