JOB SUMMARY:

This position is being filled under the Expedited Hiring Authority for Shortage Category and/or Critical Need Health Care Occupations.

About the Position:

The position is located with the Department of  Multidrug-resistant Organisms Repository and Surveillance Network (MRSN), Walter Reed Army Institute of Research, Silver Spring, MD.


The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers life saving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter.

Walter Reed Army Institute of Research (WRAIR) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP).  The DB-02 payband is equivalent to the GS-05 step 1 to GS-12 step 10 level. For this vacancy, management has elected to recruit at the higher end of the payband, GS-09, step 1 to GS-12, step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position.  Future pay increases within the payband will be accomplished through the pay for performance management system.

The work requires long periods of standing, moving, sitting, and intense concentration, often in noisy and congested areas. Occasional lifting of up to 40 pounds may be required. The work involves regular and recurrent exposure to hazards, such as infectious diseases, potentially carcinogenic and corrosive substances, electrical appliances, gas under pressure, and low-level radiation. The use of personal protective equipment (PPE) is required.

This position is a TERM position. It is temporary and may be extended up to a maximum of four years.

Basic Requirement for Medical Technologist:
A. A bachelor's degree (or higher degree) in medical technology, chemistry, or biology that included or was supplemented by at least: 16 semester hours of biological science of which one course was in microbiology and one course was in immunology. (NOTE: If there is no mention of immunology or immunobiology in the course title, the requirement for a course in immunology may be met by any course that covers the following topic areas: (1) definition and relationships of antigens and antibodies; (2) host-antigen interactions; (3) bursal and thymic influences on lymphoid cells; and (4) humoral and cellular response mechanisms.) The remaining biology courses must have been in general biology, zoology, or any of the areas listed below under "Evaluation of Education and Experience;" AND 16 semester hours of chemistry of which one course was in organic or biochemistry. The remaining chemistry courses must have been in general chemistry, qualitative analysis, qualitative chemistry, quantitative chemistry, physical chemistry, analytical chemistry, or any of the areas listed below under "Evaluation of Education and Experience;" AND 3 semester hours of college mathematics.

B. At least a full 4-year course of study that included or was supplemented by at least 12 months in a college or hospital-based medical technology program or medical technology school approved by a recognized accrediting organization. The professional medical technology curriculum may have consisted of a 1-year post-baccalaureate certificate program or the last 1 or 2 years of a 4-year program of study culminating in a bachelor's in medical technology.

A combination of (1) at least 35 semester hours of biological science, chemistry, and mathematics as described in paragraph A above and (2) additional appropriate education and/or experience totaling 4 years. This combination of education and experience must have provided knowledge of the theories, principles, and practices of medical technology equivalent to that provided by the full 4-year course of study described in A or B above. All science and mathematics courses must have been acceptable for credit toward meeting the requirements for a science major at an accredited college or university. Acceptable experience is responsible professional or technician experience in a hospital laboratory, health agency, industrial medical laboratory, or pharmaceutical house; or teaching, test development, or medical research program experience that provided an understanding of the methods and techniques applied in performing professional clinical laboratory work. Certification/licensure as a medical technologist (generalist) obtained through written examination by a nationally recognized credentialing agency or State licensing body is a good indication that the quality of experience is acceptable.


Evaluation of Education and Experience: The four major areas of clinical laboratory science are microbiology, clinical chemistry, hematology, and immunohematology (blood banking). Qualifying course work in these areas includes bacteriology, mycology, mycobacteriology, tissue culture, virology, parasitology, endocrinology, enzymology, toxicology, urinalysis, coagulation, hemostasis, cell morphology, immunology, serology, immunoserology, immuno-deficiency, hemolysis, histocompatibility, cyto-genetics, and similar disciplines or areas of laboratory practice.
Related fields include physiology, anatomy, molecular biology, cell biology, embryology, pathology, genetics, pharmacology, histology, cytology, nuclear medicine, epidemiology, biostatistics, infection control, physics, statistics, and similar areas of science where the work is directly related to the position to be filled.

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year of specialized experience which includes calibrating or maintaining laboratory equipment, performing non-routine or specialized laboratory tests in a microbiology section of a laboratory, and performing laboratory quality control procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field that is directly related to the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

Certification required:
Certification from the American Society for Clinical Pathology (ASCP), American Medical Technologist (AMT) or other board or registry deemed comparable by Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA)) or their designee as a Medical Technologist (MT) or Medical Lab Scientist (MLS) is required.

  • This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for appointment to this position will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing. A job offer to an applicant who is a not a current employee will be withdrawn if the applicant refuses to be tested. Applicants with verified positive test results shall be refused employment. Applications from such individuals shall not be considered for employment for a period of 6 months from the date of the test results.

DUTIES:

As a Medical Technologist, you will perform duties such as:

  • Perform test on Automatic Clinical Microbiology platforms
  • Perform, advise on, or supervise clinical laboratory testing of human blood, urine, and other body fluids or tissues.
  • Confirm test results and develop data that may be used by physicians in determining the presence and extent of disease or in support of medical research.
  • Modify or design laboratory procedures.
  • Establish and monitor quality control systems and measures.
  • Provide instruction in the basic theory, technical skills, and application of laboratory test procedures.
