NSF is relocating! In late summer of 2017, NSF will begin the transition from its current location in Arlington, Virginia to 2415 Eisenhower Avenue, Alexandria, VA 22314. The new location is adjacent to Eisenhower Avenue Metro Station on the Yellow Line, and has ample parking and amenities (hotels, restaurants, and shops) nearby.

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions.

This position may be filled on a one-to-three year Senior Executive Service (SES) Limited Term Appointment or on an Intergovernmental Personnel Act (IPA) assignment basis. Under the provisions of the IPA, assignees remain on the payroll of his/her home institution and the institution continues to administer pay and benefits. The National Science Foundation (NSF) will reimburse the home institution for NSF's negotiated share of the costs.

    Professional/Technical

    Essential

    1. Ph.D. or equivalent professional experience or a combination of education and equivalent experience in molecular or cellular biosciences.

    2. Substantial research contributions and strong evidence of scholarship and leadership in disciplines related to molecular or cellular biosciences as evidenced in publications and other professional contributions.

    3. Skill in recognizing, developing, and implementing approaches and programs which build on the expertise and knowledge of researchers and educators in other disciplines to develop solutions to important cross-cutting research and education problems.

    4. Broad understanding of universities and other institutions where research and education in science, technology, engineering, and mathematics is conducted, including knowledge of grant administration and fiscal management in biological sciences research support.

    Public Trust - Background Investigation


    DUTIES:

    Serves as the Division Director, Division of Molecular and Cellular Biosciences (MCB), working closely with the Deputy Division Director of MCB to provide vision and leadership for the Division.

    Serves as a member of the senior leadership team of the Directorate for Biological Sciences, working cooperatively with other Division and Deputy Division Directors, in advising and aiding the Assistant Director, the Deputy Assistant Director and senior staff in the Directorate for Biological Sciences.

    MCB contributes to the NSF mission by supporting fundamental research and related activities designed to promote understanding of complex living systems at the molecular, subcellular and cellular levels. MCB supports quantitative, predictive, and theory-driven research and related activities designed to decipher the molecular underpinnings of complex living systems.

    The Division Director provides vision and leadership, and works jointly with the Deputy Division Director in oversight of all activities of the Division of MCB. This includes providing guidance to program officers, administrative and support personnel, recruitment of scientific staff, assessing needs and trends, developing breakthrough opportunities, implementing overall strategic planning, and policy setting. The Division Director is responsible for the effective use of division staff and resources in meeting organizational goals and objectives. The Division Director supervises professional staff within the Division. The Division Director determines funding requirements, prepares and justifies budget estimates, balances program needs, allocates resources, and oversees the evaluation of proposals and recommendations for awards and declinations. The Division Director represents NSF to relevant external groups and fosters partnerships with other Divisions, Directorates, Federal agencies, scientific organizations and the academic community.
