About the Agency

Incumbent will serve as an IT Specialist in the Applications Systems Division of the Office of Information Systems Management for the National Institute of Standards and Technology.

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

    GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST). Specialized experience is defined as experience in awareness of government standards in computer security specifically related to the National Vulnerability Database, and experience with secured software development, software engineering principles, and management of software development projects with multiple stakeholders.

    The individual selected for this position duties require analysis and application development for the National Vulnerability Database (NVD) and the Computer Security Resource Center (CSRC). Analysis of requirements to include in the application, code to write, tests to plan, and infrastructure changes to engineer. Production of source code, templates, data files, and other development artifacts to support methods for ingesting, validating, analyzing, storing, searching, and presenting security automation data within the NVD application. Use of software development languages including, but not limited to, JAVA, C++, Javascript, and C#. Development and maintenance of web content for the Kentico-based web content management system (CMS) which is used to support the CSRC and NVD websites.
    Formulates, conducts, leads, manages, and/or consults on a technology program or policy issues of considerable scope, complexity, importance, and impact. Technology programs may involve (a) technology systems development & services (b) technology grants, cooperative agreements, & contracts, (c) technology policy, or (d) measurement/standards activities. Use judgment to establish overall objectives; isolate areas that need study; and devise/plan projects to accomplish objectives and apply new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems. Work affects the work of other technical and scientific experts or the development of major aspects of agency-wide technology programs.
    Mastery of the policies, theories, principles, practices, methods in a specialty of a technical professional field (in science, engineering, information technology, or mathematics); the ability to conduct & direct an advanced program, exercise professional leadership, & provide consultation in the specialty. Skill in developing and applying necessary expertise in a recognized leading- edge technological field.
    Performs basic and applied research leading to improved methods for the protection of IT systems, including the development, application, analysis, and testing of security methods and systems which prevent or limit the loss of IT resources due to unauthorized access, destruction, disclosure, tampering, or alteration; studies IT system vulnerabilities and proposes solutions; develops security standards for both government and commercial use; instructs others on the proper application of IT security techniques.
    All duties will be performed as part of a team of software development professional utilizing a trouble ticketing system in support of software maintenance under ITIL V3 methodologies.
