This position is located in the FDA, Office of Operations, Office of Finance, Budget & Acquisitions, Office of Financial Operations, Office of Financial Management in Silver Spring, MD

In order to qualify for this Accountant, GS-510-09/11 position you must meet the following OPM BASIC REQUIREMENTS as well as the MINUMUM Qualifications criteria which applies to the grade level that you are applying for:

To meet the OPM BASIC REQUIREMWNTS CRITERIA FOR THE GS-0501 SERIES you must fully meet either "A" or "B" below.

OPM BASIC REQUIREMENTS CRITERIA FOR THE GS-0510 SERIES:


A. I have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a degree in: accounting; or a degree in a related field such as business administration, finance, or public administration that included OR I completed a full 4-year course of study in an accredited college and that course work was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."). (You must submit your transcripts when you submit your application materials for this recruitment in order to receive any credit for education.)

OR

B. I have completed a combination of education and experience: which included at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also fully include one of the following three criteria: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the above stated OPM BASIC REQUIREMENTS CRITERIA FOR THE GS-0510 series, you must also fully meet either "A", "B", or "C" in the below stated GS-0510-09 grade level MINIMUM QUALIFICATIONS criteria in order to minimally qualify at the GS-09 level of this position.

MINIMUM QUALIFICATIONS CRITERIA FOR THE GS-0510-09 GRADE LEVEL OF THIS POSITION:

A. I have one year of specialized experience, equivalent to the GS-07 level in the Federal service or an equivalent level of experience in the private sector which has equipped me with the specific knowledge, skill and ability to perform successfully in this position. Qualifying specialized experience for GS-09 level of this position is defined as: Experience analyzing and reconciling accounts and transactions, formulating routine financial reports and implementing fiscal year-end closing procedures for specific funds.

OR

B. I have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. which is directly related to the work of this position. (You must submit your transcripts when you submit your application materials for this recruitment in order to receive any credit for education.)

OR

C. I have a combination of specialized experience and graduate level education as stated above that meets 100% of the qualification requirements for this position. (You must submit your transcripts when you submit your application materials for this recruitment in order to receive any credit for education.)

In addition to meeting the above stated OPM BASIC REQUIREMENTS CRITERIA FOR THE GS-0510 series, you must also fully meet either "A", "B", or "C" in the below stated GS-0510-11 grade level MINIMUM QUALIFICATIONS criteria in order to minimally qualify at the GS-11 level of this position.

MINIMUM QUALIFICATIONS CRITERIA FOR THE GS-0510-11 GRADE LEVEL OF THIS POSITION:

A. I have one year of specialized experience, equivalent to the GS-09 level in the Federal service or an equivalent level of experience in the private sector which has equipped me with the specific knowledge, skill and ability to perform successfully in this position. Qualifying specialized experience for GS-09 level of this position is defined as: Experience analyzing automated accounting system design procedures in order to describe system specifications and requirements.

OR

B. I have completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree which is directly related to the work of this position. (You must submit your transcripts when you submit your application materials for this recruitment in order to receive any credit for education.)

C. I have a combination of specialized experience and graduate level education as stated above that meets 100% of the qualification requirements for this position. (You must submit your transcripts when you submit your application materials for this recruitment in order to receive any credit for education.)

DUTIES:

 - Analyze and reconcile a variety of accounts and transactions.

- Formulate a variety of routine financial reports and implement periodic (month end, quarter end, fiscal year-end) closing procedures for specific funds.

- Develop procedures to be used in the design or modification of automated accounting systems and participate in testing.

- Provide advice and guidance to management of organizations serviced.

- Assist management in applying financial data and recommend alternatives to resolve accounting issues.

- Reconcile differences between the general ledger and subsidiary accounts.

 - Analyze financial and statistical data from public and/or private sector institutions.
