    Professional/Technical Core Qualifications (PTQ):

    PTQ 1 - Demonstrated experience in the theories, principles and practices of modern systems development and acquisition, engineering and dissemination technologies.

    PTQ 2 - Experience which demonstrates expertise in the planning, development, technical design, implementation and operation of large-scale data management, processing, data acquisition and telecommunications activities.

    PTQ 3 - Experience which demonstrates an expert knowledge of advanced computer systems, software concepts, data base management, configuration management, and management information systems.

    DUTIES:

    This position is a Senior Executive Service (SES) position and serves as the Director of the Office of Dissemination. The Office of Dissemination mission is for the management of all NWS dissemination systems including: monitoring, maintenance, and system upgrades, consolidation, termination, and expansion. Dissemination systems include but not limited to NOAA Weather Radio, NOAA Weather Wire Service, International Services and Communication Systems, Emergency Managers Weather Information Network, NWS Telecommunications Operations Center including the Telecommunication Gateway, all NWS Web Services, and other dissemination services used to support NWS and NWS customers and partners. Specifically, the Director has full responsibility for the discharge of the following essential functions:

    • Managing dissemination capabilities across six service areas: Dissemination Infrastructure Services, Virtualized Application Services, Terrestrial and Satellite Networking Services, Warning Services, Web and Geospatial Services, and Support Services.
    • Managing integration and planning of new dissemination requirements driven technologies for both service and system performance enhancement and cost effectiveness.
    • Monitoring and reporting performance measures for dissemination systems to ensure effective and efficient operations.
    • Providing direction to the NWS offices and regions and maintaining liaison with other national and international agencies in order to operate and maintain effectively the required meteorological and hydrological data collection, dissemination, and exchange systems.
    The Director oversees, manages and directs a multitude of projects, programs, and acquisitions required to convert requirements into effective and deployment capability; specifically and including the application of formal project management frameworks, and coordination. The Director ensures that policies, procedures and backup systems are in place. The Director uses forward thinking resource planning and program execution techniques to sustain dissemination systems operational capability.
