JOB SUMMARY:

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

These positions are located in the Naval Air Systems Command and in the Naval Supply Systems Command. The selectee will serve as a Management/Program Analyst for assigned program/project.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.  This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This is a public notice announcement; under this recruitment procedure, each location/installation, identified in this public notice will make selections for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application. Please read this Public Notice in its entirety prior to submitting your application for consideration.

These positions are being filled under Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent with a full-time work schedule. Pay will vary by geographic location.

Based on the various locations of this announcement, vacancies can be filled as GS-11/12/13/14/15.  The positions have promotion potential depending on command and location.  Promotion is neither implied nor guaranteed.

    MINIMUM QUALIFICATIONS (Your resume must demonstrate at least one of the following):

    GS-11:

    A. Possess at least one (1) year of specialized experience that equipped me with the particular knowledge, skills and abilities (KSA's) to successfully perform the duties of the position and is directly in or related to this position. Creditable specialized experience includes: 1) experience in analyzing and evaluating work related to program/project management; 2) experience in short/long-range planning.

    OR

    B. Have three full academic years of progressively higher level graduate education, or a Ph.D. or equivalent doctoral degree that demonstrates the knowledge, skills, and abilities necessary to do the work.

    OR

    C. Have the specialized experience as described in A, but less than one year; and I have more than two years but less than three years of graduate education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

    GS-12:

    One or more years of specialized experience in the same or similar work at a level of difficulty and responsibility that has equipped you with the necessary knowledge, skills or abilities to perform successfully the duties of the position of a Management/Program Analyst GS-12. Creditable specialized experience includes: 1) experience in analyzing and evaluating work related to program/project management; 2) experience conducting studies and analyses of program/project objectives, policies, actual or potential problem areas and other management concerns that effect the ability of management to achieve a successful mission.

    GS-13:

    One or more years of specialized experience in the same or similar work at a level of difficulty and responsibility that has equipped you with the necessary knowledge, skills or abilities to perform successfully the duties of the position of a Management/Program Analyst GS-13. Creditable specialized experience includes: 1) experience in analyzing and evaluating work related to program/project management; 2) experience conducting studies and analyses of program/project objectives, policies, actual or potential problem areas and other management concerns that effect the ability of management to achieve a successful mission; 3) planning and proposing methods for acquiring the type of information needed to ensure the organizations management program/projects are improved.

    GS-14:

    One or more years of specialized experience in the same or similar work at a level of difficulty and responsibility that has equipped you with the necessary knowledge, skills or abilities to perform successfully the duties of the position of a Management/Program Analyst GS-14. Creditable specialized experience includes: 1) experience in analyzing and evaluating work related to program/project management; 2) experience conducting studies and analyses of program/project objectives, policies, actual or potential problem areas and other management concerns that effect the ability of management to achieve a successful mission; 3) planning and proposing methods for acquiring the type of information needed to ensure the organizations management program/projects are improved. 4) translate program guidance into policy direction and assistance to the program office staff and/or Integrated Program Team leaders and members.

    GS-15:

    One or more years of specialized experience in the same or similar work at a level of difficulty and responsibility that has equipped you with the necessary knowledge, skills or abilities to perform successfully the duties of the position of a Management/Program Analyst GS-15. Creditable specialized experience includes: 1) experience in analyzing and evaluating work related to program/project management; 2) experience conducting studies and analyses of program/project objectives, policies, actual or potential problem areas and other management concerns that effect the ability of management to achieve a successful mission; 3) planning and proposing methods for acquiring the type of information needed to ensure the organizations management program/projects are improved. 4) translate program guidance into policy direction and assistance to the program office staff and/or Integrated Program Team leaders and members; 5) analyze and evaluate effectiveness of program operations throughout an organization or large complex multi-mission activity.

    DAWIA: This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.
