  • For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.

    Specialized experience is defined as experience in price/cost analysis techniques; contract administration, termination principles, policies and procedures.

    For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.

    Specialized experience is defined as defined as experience in price/cost analysis techniques; contract administration, termination principles, policies and procedures; Contract planning, administration and funding.

    In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing KSA's or competencies are required.


    Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

    GS 12 and above: Education is not substitutable for specialized experience at this grade level.

    Basic Education Standards for positions in the 1102 series:

    A. Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees
    AND
    B. At least 24 semester credit hours in any combination of the following business fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    All applicants must provide a copy of your transcripts. Failure to provide this information will result in disqualification.

    (The above 24 semester credit hours in business may be within the candidate's bachelor's degree or in addition to the degree).

    Education Exemptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current DoD employees or Armed Forces members, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Failure to provide SF-50 or career brief (for Armed Forces members) dated prior to October 1, 2000 will result in disqualification (this includes DISA employees).

    Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    DUTIES:

    • Provide acquisition planning and all phases of procurement and contract administration of unclassified and classified Information Technology (IT) requirements.
    • Procure and administer contract for telecommunications circuits, systems, networks, facilities, service and computer technology equipment and software, components, systems operations, maintenance, technical configuration management, reconfiguration enhancement, and technical support services.
    • Responsible for ensuring the adequacy of acquisition planning, competition in contracting, and small business utilization.
    • Develop and/or review complex contractual pricing arrangement and incentives characterized by multiple incentives requiring sophisticated contracting techniques, sharing arrangements such as cost plus incentive fees or fixed price incentive fees.Development of solicitations, proposal evaluations, cost and price analysis, negotiations, source selection, contract preparation, and contract award and contract administration.
