Program Analyst (Veterans Innovation Partnership Program)

The incumbent of this position is a Veterans Innovation Partnership (VIP) Fellow. The VIP Fellowship is a one-year temporary excepted service appointment, which is not eligible of being converted into a competitive appointment. The initiative is a strategic approach to helping the men and women who served in the military find employment in the Federal Government. In recognition of a veteran's natural potential as a source of talent for diplomacy and development, the Department's VIP program is aimed at serving American's veterans and separating service members by preparing them for diplomacy and development careers.

Applicants applying for the GS-09 grade level must meet the following requirements:
A. Have a master's or equivalent graduate degree in International Business, International Relations/Affairs, Public Policy, Public Administration, or a related field OR LL.B or J.D. from an accredited college or university. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled;

VIP Fellowship Program is open to eligible veterans who have completed a master’s degree in the preferred fields of International Business, International Relations/Affairs, Public Policy, Public Administration, or a related field. Applicants must apply within two years of graduate degree completion, except for veterans precluded from doing so due to their military service obligation, who will have up to six years after degree completion to apply.
- Participates in the implementation of specifically assigned management programs impacting the Bureau. Receives guidance from and coordinates efforts with appropriate organizations at the Departmental level. Conducts assigned segments of studies of conventional problems in program implementation at the operational level.
- Supports higher graded analysts by independently conducting assigned segments of projects involving development, implementation, or monitoring of sophisticated management information systems that focus on the Bureau's progress in executing long and short range plans, implementing policies, and managing programs by tracking the accomplishment of goals, objectives and priorities established by statutes, executive orders, the Department, the Under Secretary, or Assistant Secretary.
- Reviews existing policies, issuances, and directives on an ad hoc basis as substantive issues arise in the course of assignments and recommends refinements to these guidelines.
- Incumbent represents the Bureau at meetings and conferences, typically as an observer, as directed by his/her supervisor or higher level manager.
