Under the direction of the Director Corporate Security & Safety, this position will be responsible for a wide variety of security functions at RAND.   The successful candidate must have experience with process design, management and improvement and must be able to interpret and apply NISPOM and ICD guidance as well as Department of Homeland Security (DHS) regulations to RAND’s industrial security/physical security program in support of the Homeland Security Operational Analysis Center (HSOAC).  The successful candidate must have a strong customer service focus, perform well as a member of several cross-functional teams (Security and research units), and must be able to perform his/her job functions independently with a minimum of oversight.

Responsibilities include, but are not limited to:

  • Manage the fitness process of all new and current employees at RAND (75%)   
    • Coordinate with HSOAC leadership and DHS Security personnel
    • Correctly document process steps
    • Provide articulate, meaningful, and correct direction to RAND associates undergoing the fitness process
  • Utilize/maintain multiple security databases and sites including JPAS, e-QIP, STARS, and RAND International Travel (10%)
  • Review contracts and task orders to determine security requirements (5%)
  • Manage DHS component fitness process (2%)
  • Research applicable changing Department of Homeland Security (DHS) requirements and policies and recommend updates to RAND policies and procedures. (2%)
  • Fingerprint fitness applicants (1%)
  • Analyze statistics and metrics for the HSOAC contract; generate reports (1%)
  • Respond to Security Helpdesk and Segue issues. (1%)
  • Control, track, and process HSOAC classified visits.
  • Prepare, present and maintain documentation of educational material to assist in RAND’s Security Education Program.
  • Perform other tasks and projects as directed.

               

Qualifications

               

  • A minimum of 3 years of US government contracting or industrial security experience.
  • Strong communication skills and attention to detail.
  • Ability to discreetly handle sensitive information.
  • Ability to multi-task in a fast-paced environment.
  • Must have advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MS Word, Excel, Access, PowerPoint), and Outlook.

               

Education Requirements

Bachelor's Degree

               

Experience

  • A minimum of 3 years of US government contracting or industrial security experience.

               

Security Clearance

               

  • Ability and willingness to obtain and maintain a U.S. security clearance and DHS fitness.
