Under the direction of the Manager, Security Administration, this position will be responsible for a wide variety of physical security functions at RAND including assisting with day to day oversight of the contractor security officer force, loss prevention and asset protection. The successful candidate must have experience with cameras, intrusion detection systems and access control systems and must be able to interpret and apply National Industrial Security Operating Manual (NISPOM) and Intelligence Community Directive (ICD) guidance to RAND’s physical security program. This position requires a strong customer service focus and performance as a member of several cross-functional teams (e.g. Security and Information Systems), and must be able to perform his/her job functions independently with a minimum of oversight.

Principal Responsibilities:

  • Control access to the cleared facility through oversight of physical security systems including: badging, access control (Lenel), CCTV and alarms
  • Oversee maintenance, installation, upgrading and servicing of physical security systems to include the periodic testing of the alarms, programming and generating reports from the access control system
  • Maintain in-depth knowledge of state-of-the-art security equipment standards and technology
  • Maintain the WO lock & safe program - change and reset safe combinations when required by the NISPOM and maintain GSA-approved safe activity records
  • Conduct physical security inspections and facility evaluations.
  • Assist Security Manager with oversight of the contract guard force
  • Assist with updates to guard force post orders, training, planning, assigning and directing work
  • Respond to after-hour alarms or emergencies
  • Maintain and analyze statistical security data for monthly reports provided to the Corporate Director, Security & Safety
  • Assist with the clearance process of all new and current employees in the Washington Office
  • Conduct security briefings for new hires and initial security clearance holders
  • Respond to Security Helpdesk issues
  • Assist with management of the outgoing visit clearance process
  • Process Pentagon access and badge requests.
  • Participate in promoting the Security Awareness Program
  • Supports and assists with the RAND Washington Office Self Inspection program
  • Ability to interact across all levels of management
  • Performs other tasks and projects as directed


Emergency Response Team (ERT) Coordinator:

  • Ensure new ERT members receive required training and understand their responsibilities
  • Conduct ERT Drills
  • Ensure all ERT equipment and supplies are replenished and not expired
  • Conduct Satellite Phone Tests
  • Update ERT members list
  • Respond to medical emergencies
  • Coordinate annual National Preparedness Month
  • Coordinate fire drills with building management
  • Maintain AEDs (change batteries/ pads)




  • Knowledge of National Industrial Security Program (NISPOM), Intelligence Community Directives and other government regulations.
  • Knowledge of JPAS, e-QIP, DMDC.
  • Ability to adjust quickly and adapt to changing priorities.
  • General understanding of engineering drawings and specifications sufficient to determine the adequacy of facility security safeguards.
  • Possess knowledge of badging, access control, Intrusion Detection System (IDS) and CCTV systems.
  • Excellent communication skills both written and verbal.
  • Discretion and professional demeanor.
  • Ability to work well independently as well as part of a team.
  • Strong computer skills in MS Word, Excel, and PowerPoint, as well as the ability to learn new computer applications.
  • Strong organizational skills and attention to detail.
  • Proven customer service skills.


Education Requirements

Associate's degree or equivalent experience




The successful candidate will have a minimum of 2 years of experience (3-5 preferred) supporting security and safety operations for a contractor or government agency, meeting national security and intelligence community client requirements.


Security Clearance

Must be able to obtain and maintain a US security clearance.
