Manager III (Financial Program Manager),Grade M3
The work of the position involves financial/investment management work supervising the activities related to complex cash management, including the oversight of cash activities for the Employees Retirement System, Consolidated Retiree Health Benefits Trust, and the County's Self Insurance Fund. The position will recommend changes to policies related to the investment of the cash balances within each Fund. The position will be the subject matter expert for cash management related activities and will work closely with the MCERP senior investment professionals in developing business processes. In addition, the position within this asset class will supervise and oversee two senior financial specialists and their duties related to the audit of pension calculations as well as financials adjustments to individuals in the County's defined contribution plans.
Additionally, the duties include:
Overseeing the investment of cash holdings within the ERS and CRHBT Including establishing cash target levels based on market and economic factors to ensure the proper processing of cash for fund capital calls and other cash disbursements and the investment of cash distributions related to the private market portfolios;
Identifying, recommending and defending investment strategies to maximize the investment return capabilities while managing the risk to the respective retirement plan;
Supervising the work of two senior financial specialists related to the audit of benefit calculations, adjustment to employee balances in the County's defined contribution plans, and other related work;
Analyzing and researching complex accounting/financial issues and preparing written/oral reports addressing issues related
to pension payments and benefits; and
Working with the ERP Implementation Team to ensure payment data integrity and systems security of retiree pension payments
in the Oracle Payroll module; and to develop business processes coordinate and supervise the pension payment aspect of upgrades and enhancements to the Oracle Payroll system, including development of functional requirements and coordination of acceptance testing and data conversion.
As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

Education: Five years of progressively responsible professional experience in Finance/Accounting.
Education: Graduation from an accredited college or university with a Bachelor's Degree
Equivalency: An equivalent combination of education and experience may be substituted.
