General Dynamics is currently hiring a Finance Manager for USAMMDA, located at Fort Detrick in Frederick, Maryland. USAMMDA develops new drugs, vaccines and medical support devices that enhance readiness, ensure provisions of the highest quality medical care to the DoD and maximize the survival of medical casualties on the battlefield. The product managers at USAMMDA guide promising new concepts and technologies developed in the USAMRMC laboratories through advanced development and the regulatory process to obtain U.S. FDA certification. Upon FDA certification, USAMMDA works in conjunction with the U.S. Army Medical Materiel Agency to develop plans for fielding medical materiel.


The Finance Manager's responsiablity is to support product managers in performing tasks related to the planning, establishment, and execution of projects. Perform budgetary and financial functions associated with all aspects of purchase and procurement of goods or services. Support the Planning, Programming, Budgeting, and Execution System using best business practices to recommend methods for effective and efficient use of funding in the budget and planning years. As budgetary financial challenges arise, seek resolution approaches to resolve and ensure funding is utilized appropriately.


Prepare contract packages to support timely awards and facilitate the acquisition process. Analyze and provide reports on programmatic planning and execution data, provide periodic updates to financial plans inclusive of planned release schedules, current fiscal year activity, and prepare reports that will be used to brief senior leadership.


Using the General Fund Enterprise Business System (GFEBS), initiate Purchase Requisitions, execute monthly financial reports for obligations and disbursement rates, and query multiple reports.


Must have experience with resource management principles, contracting methodologies, fiscal laws, and Microsoft Excel. Additionally, must demonstrate excellent written and oral communication skills including the ability to clearly articulate to ideas and messages during daily updates to the product managers.  


Must demonstrate the ability to handle demanding situations with clarity, focus and professionalism, and to respond quickly to quick turnaround taskers.


Familiarity with Defense acquisition and development of life-cycle cost estimation methodologies, Business Case Analyses, Analyses of Alternatives, Cost-Benefit Analyses, Economic Analyses, and other acquisition-mandated documents pertaining to medical product development and the Integrated Defense Acquisition, Technology, and Logistics Life Cycle Management System is a plus.

Education A Master’s Degree preferred.

Bachelor’s Degree in a related business or technical discipline, or the equivalent combination of education, professional training, or work/military experience


    8-10 years of related finance or business analysis experience.Must be U.S Citizen / Must be able to obtain a  national security clearance
