Foreign Military Sales Functional Analyst


Our client has experienced unprecedented high levels of new foreign military sales (FMS) cases over the past two years.  We develop the appropriate measures and models to ensure our client has a consistent method to both measure workload and identify the required workforce to conduct the work.  This effort will assist the client with defending current resources while at the same time help with gaining additional resources required.



  1. Provide support to ensure the quick and efficient adoption of the FMS Full-time Equivalent (FTE) estimating tool
  2. Analyze FMS user needs and perform research and functional analysis on variety of projects
  3. Identifies emerging relevant technologies that may result in improvements to FMS current processes and systems
  4. Conducts functional testing of FMS various systems and participate in configuration management processes
  5. Participate in special projects as necessary
  6. Support development and delivery of a computer based training course of instruction for the primary users of the FTE estimating tool
  7. Support developing Q&A for the “help desk” capability to ensure that during normal working hours all questions and concerns are addressed
  8. Must be proficient in Microsoft Office products, especially Access, Excel, PowerPoint, and Word, as well as Project, SharePoint, and Visio
  9. Be able to format and update a large documents including complex tables, table data, table of contents, and appendices
  10. Manage and track document changes, including changes from multiple reviewers
  11. Proficient in generating flow diagrams and other types of charts in Visio and PowerPoint
  12. Must be able to coordinate and staff sections of large document with multiple organizations using Microsoft Outlook
  13. Motivated to take ownership of large documents to keep them up to date as a new content is provided and be able to propose ways to improve the documents with respect to content organization and writing
  14. Act as a proof-reader and editor
  15. Support requirements gathering and configuration management of system upgrades
  16. Support data collection, reconciliation, clean-up, and synchronization
  17. Work with minimal day-to-day instruction
  18. Must have a current SECRET, and or approved Interim SECRET clearance

This position is typically populated by degreed professional subject-matter experts performing specialized analysis and design tasks. It is not to be used for technical support or help desk staff performing installation, troubleshooting, and/or repair tasks.





Education Bachelor's Degree in Business Administration, Information Technology, engineering, international affairs, or related discipline, or the equivalent combination of education, professional training, or work experience.

Qualifications 5-8 years of related experience.


  1. Experience supporting DoD workload and workforce data systems
  2. Expert proficiency with Access and Excel (imports, queries, exports, macros)
  3. Experience with programming languages (Java, Visual Basic, NetLogo)
  4. Experience with cybersecurity
  5. Master's Degree in Business Administration, Information Technology, engineering, international affairs, or related discipline, or the equivalent combination of education, professional training, or work experience
