Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Arlington County is seeking a Commercial Real Estate Appraiser Supervisor to direct a team of appraisers in conducting annual reassessments of all commercial properties within Arlington County. This Supervisor plans, organizes and directs commercial reassessments and establishes best practices for commercial appraisals to ensure fair market value, equity of assessments, and compliance with professional standards and guidelines.  

This position offers an opportunity to work independently yet collaboratively with other professionals who are committed to the appraisal profession and requires comprehensive knowledge and understanding of building construction practices, and relevant laws, principles and practices relating to real property assessments and valuation. The Team is responsible for conducting annual reassessments of more than 3,500 commercial properties in Arlington County. This team supervisor reports directly to the Director of Real Estate Assessment in the Department of Management and Finance.

Specific responsibilities include:
  • Monitoring and overseeing the day-to-day operations of real estate appraisers and ensuring completion of work assignments in a timely, accurate and compliant manner;
  • Analyzing sales, leases, property class, construction trends, market indicators, and other analytics to support valuation efforts;
  • Evaluating current appraisal procedures to establish acceptable, efficient mass appraisal methodologies that are compliant with the International Association of Assessing Officers and the Uniform Standards on Professional Appraisal Practices;
  • Coordinating with the Director of Real Estate Assessment to establish best practices for assessments, and to manage quality review checks and approvals for final commercial assessment valuations;
  • Attending commercial hearings to support real estate appraisals; developing strategies to address Board of Equalization (BOE) appeals and representing the Department of Real Estate Assessment (DREA) in the absence of the Director;
  • Providing guidance to DREA staff, County agencies, Department of Taxation, Arlington taxpayers, other jurisdictions, and the County Manager on a variety of challenges, issues or inquiries related to valuation and assessment;
  • Developing and delivering presentations to business representatives, property owners, and community organizations and responding to inquiries to resolve issues or explain assessment process;
  • Managing the administration of Income and Expense questionnaires for all commercial property owners ensuring the security and proper use of submitted forms; compiling and analyzing commercial real estate assessment data using information from submitted forms;
  • Assisting the Director in the preparation of legal proceedings such as Circuit Court appearances.

 Selection Criteria: Minimum:  A combination of education and experience equivalent to a Bachelor's Degree in Business, Finance, Real Estate, or closely related field and progressively responsible experience in real estate assessments and mass real estate appraisal practices.    

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.

Desirable:  Preference may be given to candidates with one or more of the following: 
  • Experience managing complex real estate assessments for commercial properties in an urban setting
  • Experience communicating complex financial and legal information both orally and in writing and advising executive leaders regarding real estate assessments
  • Designation such as CAE, RES, AAS, MAI, SRA from a professional appraisal organization (e.g. the Appraisal Institute, International Association of Assessing Officers, or American Society of Appraisers) or meets state requirements to obtain a Certified General Appraiser license from the Commonwealth of Virginia
  • Master's Degree in Business Administration, Finance, Real Estate or closely related field.

The employee will be required to operate a County vehicle to perform assigned duties. The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide, a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record. 

A background check will be conducted and may include checks of criminal record, driving record, education, professional licensure, and credit history. The applicant may be required to sign a release authorizing the County to obtain this background information.
 Additional Information: Work hours are typically 8 am - 5 pm Monday-Friday however flexible work schedules may require attendance at evening and weekend meetings.  

This position is part of an alternative pay program that includes career path and pay-for-performance considerations and an extended salary ceiling.  Entry level salary within the band is based on a review of qualifications and experience.  Pay potential will be based on performance and employee development.
