Position is currently in Chesapeake, VA. Candidate may be required to relocate to Charleston, SC. Relocation funds are not available.

 

Secret Clearance is required.

 

 

Candidate will represent customer and coordinate warrior training requirements with the following government organizations:

    DISA/DSO/JSCDON CIOOPNAV N2N6 F1NAVSEA (SEA05H) and Field Activities NAVAIR AEMSICAP 4.1.13SPAWAR E3 IPT and Service CentersFFC N7NETC HQ Dahlgren and LCs (CSCS Norfolk/IWTC Pensacola)
Travel to conferences, seminars, and working group meetings may include, but not limited to:

    Joint Spectrum Center J5 Training Working Group Meeting (Various Locations, Nationwide)US PACOM Spectrum Conference (Honolulu, Hawaii)DoD E3 Program Review Meeting (Various Locations, Nationwide)USN/USMC Spectrum Management Conference (San Diego, CA)DoD Spectrum Conference (Arlington, VA)DON E3 IPT Meeting (Arlington, VA)Inter-Service Training Review Organization (ITRO) Joint/Fleet Spectrum Manager (Keesler AFB Biloxi, MS)E3 Program Review Meetings (Washington Navy Yard, District of Columbia)Training Program Management Reviews (SPAWAR LANT Charleston, SC)
Candidate will manage and maintain MPT&E requirements within the Human Analysis and Requirements Planning System (HARPS)for the E3/SM Navy Training System Plan (NTSP) with:

Coordinate and manage customer reports to include, but not limited to:

    Weekly Activity Report (WAR) Bi-Weekly Reports Integrated Master Schedule (IMS) ReportFleet Training Management Planning System (FLTTMPS) Report
 

Manage and maintain My Navy Portal (MNP) E3/Spectrum and EMP online knowledge sites to include, but not limited to:

    Navy eLearning (NeL)
    E3/Spectrum/EMP Community of Practice (COP) sites
 

Manage, supervise and train junior personnel assigned.

Education Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.

Qualifications 5-8 years of related experience, including supervisory experience.

 

 

Candidate must possess reasonable knowledge and understanding of:

-DoD Architecture Framework (DoDAF)

 -DoD/OPNAV Policies and Instructions relating to Electromagnetic Environmental Effects (E3), Spectrum Management (SM), Spectrum Supportability (SS), and         Manpower, Personnel, Training, and Educations (MPT&E).

-Navy Education and Training Command (NETC) Policies and Instructions relating to MPT&E

 

Candidate must have a reasonable knowledge and understanding of Navy Tactical Tasks Measures and Criteria for:

-NTA 5.5.6 Perform Spectrum Management

 -NTA 5.5.6.1 EMI Control

  -NTA 5.5.6.2 Assess E3
