The Contractor will provide 24-hour a day 7 days a week support at USSOCOM HQ to support activation of deployed Ku-Band Spread Spectrum (KuSS) Arclight ,Intelligence, Surveillance, Reconnaissance (ISR) Terminals using ViaSat Common Operations and Maintenance Engineering Toolset (COMET), ViaSat Satellite Access Manager (SAM), ViaSat Network Management System (NMS), and the troubleshooting of network anomalies, satellite outages, and any deployable KuSS/KaSS terminal satellite related issues. The contractor will not only need to be reactive to network and KuSS/KaSS terminal issues but also proactive by monitoring the networks by using:

(a) the analysis of measured vs. planned performance

(b) detection and analysis of performance trends

(c) KuSS/KaSS terminals performance characteristics for any sign of impending issues.

 

The contractors will need to be well versed in KuSS/KaSS hub systems, which includes air and ground components, as well as any further requirements as determined in writing from J636 and agreed upon by contractor. The manned air component consists of the Ku/Ka antenna and ArcLight 2 modem, and the ground component consists of a large aperture antenna and a compatible ArcLight 2 hub. The unmanned air component has L3 modem technology. The air and ground components contain proprietary equipment and software unique to supporting these airborne ISR assets. This operational support will be the single point of contact for USSOCOM’s satellite access requirements. The contractor will be given workspaces suitable to perform the duties described, to include SIPR, NIPR, and phones. The contractor shall provide individuals with proper security clearances (TS/SCI) and all required training to perform the duties described above. These individuals will report and take day to day directions from J636. Documentation and trouble ticketing processes will be identified by J636 and may include but not limited to Remedy, Master Station Logs, and email notifications.  Personnel will be responsible for:

 

  • Monitoring of ArcLight 2 (AL2) Satellite Manager, Forward Link, and Return Link (currently using SatMonics)
  • Reports outage and service degradation
  • Performs remote terminal upgrades
  • Troubleshoots AL2 hub and terminals
  • Provisions and commissions new terminals on AL2 hubs
  • Reviews the GNCC SITREP for accuracy and makes
  • Proactive monitoring of networks and terminals for trend analysis and pre-emptive maintenance
  • Performs quality control of the provisioning of new terminals on AL2 hubs
  • Performs quality control of the management center logs and trouble tickets
  • Generates weekly reports as directed by the J636
  • Monitors all MAISR circuits for operational status
  • Acts as primary liaison between all stakeholders
  • Tracks and disseminates information regarding ASIs
  • Generates ViaSat maintenance notifications
  • Manages tranmission plans and hub continuity
Education Bachelors Degree in Computer Science, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.

Qualifications 2-5 years of directly related experience in network analysis and design.
