This Accounting Associate position is located in the Financial Management Bureau, a subdivision of the Department of Human Services' (DHS) Finance & Information Systems Division. The employee  will perform a variety of accounting functions to ensure fiscal accountability, compliance, and the integrity of financial reporting for programs and services provided by the department.

The Employee assists in the financial reporting  for federal, state and locally-funded programs, coordinates the interface process of several ancillary systems with the county's Oracle-based enterprise resource planning (ERP) financial system including programs in the Microsoft Office Suite, monitors accounting practices, prepares and monitors budget transactions, disburses funds, records revenues, processes billing, submits reimbursement requests and prepares financial statements, and assists financial audits.

Specific duties include:

  • Reconciling accounting records and financial transactions to ensure program and financial compliance;
  • Preparing journal entries, researching, analyzing, and reporting on financial issues to post revenues and expenditures;
  • Researching, addressing financial processing, and reporting problems related to interdepartmental processes;
  • Performing data analyses to ensure accuracy of general ledger accounts;
  • Monitoring the application of state and county funds for DHS programs to ensure maximum reimbursement;
  • Serving as liaison to federal, state and local grant and funding agencies;
  • Managing grants awarded by external agencies to ensure grant terms are followed by establishing internal policies and procedures;
  • Analyzing and monitoring interface processes and data between various systems for federal, state and local reporting;
  • Developing training materials and training staff to ensure compliance of accounting and financial reporting policies and procedures.
  • Responding to inquiries, problems, or complaints regarding policies or procedures; and
  • Coordinating with DHS staff to implement policy and procedural changes.
The employee must be an effective communicator who is able to apply complex federal, state and local funding regulations applicable to DHS programs. The ideal candidate will be able to work with a great deal of independence and possess the ability to develop, maintain and operate accounting systems using various accounting software packages.
 Selection Criteria:

Minimum: Bachelor's degree in accounting, public administration, business administration, or a related field that includes a minimum of 12 credit course hours in accounting PLUS approximately one year of professional accounting and financial processing experience using automated accounting systems.

Substitution: Additional qualifying experience may substitute for the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following:

  • Working in a matrix management environment and with individuals at multiple levels in a diverse human service organization;
  • Grants management; and/or
  • Developing training materials and training staff to ensure compliance of accounting and financial reporting policies and procedures.
