Marketing Statement:

WMATA runs a large, complex, enterprise GIS running ESRI ArcGIS Server Enterprise Advanced v10.2/Oracle 12c/Windows 2012 Server, with applications developed in ArcObjects/.net, Adobe Flex, Javascript and Silverlight, as well as mobile applications developed using Runtime SDK. We are looking for a GIS Enterprise Architect who is an expert in ESRI ArcGIS software products, specifically ArcGIS server and ArcGIS portal, and is experienced in IT enterprise architecture principles, software development lifecycle standards and IT project lifecycle management. Specific experiences include 1) defines and leads others in defining GIS data models, GIS enterprise architecture, GIS system design, GIS application specifications, and GIS data maintenance, and documentation principles and practices consistent with the overall IT architecture and business purposes; 2) Leads and supervises a team of GIS professionals in GIS system administration, GIS application development and enterprise GIS databases maintenance; 3) Communicates and interacts with business users for GIS services and supports.


Minimum Qualifications:

Graduation from an accredited college/university with a Bachelor's degree in computer science, geography, public administration, or related field.  Minimum six (6) years designing or implementing GIS enterprise architectures, including service-oriented architectures, framework data architectures and web enterprise architectures.  Minimum ten (10) years GIS project management experience. Twelve (12) years experience in progressively responsible, large-scale, and diversified executive-level geographic information system, data processing management, and technical or architecture initiatives.

Or, an equivalent combination of education and experience with eight (8) years  designing or implementing GIS enterprise architectures, including service-oriented architectures, framework data architectures and web enterprise architectures.  Minimum ten (10) years GIS project management experience. Twelve (12) years experience in progressively responsible, large-scale, and diversified executive-level geographic information system, data processing management, and technical or architecture initiatives.

Comprehensive knowledge of contemporary principles and practices of geographic information management and information technology systems, including systems design and development. Extensive knowledge of ESRI GIS software product line, including desktop, server, web server, and development products.

Job Summary/Duties:

This is a highly responsible senior managerial, administrative and technical position dealing with geographic information systems (GIS) and related information technology activities of a difficult and complex nature.  The GIS Enterprise Architect has overall responsibility for all Metro GIS enterprise architectures and their ability to meet Authority needs, and defines or leads others in defining GIS data models, GIS system designs, GIS application specifications, and GIS data maintenance, QA/QC, and documentation principles and practices consistent with the overall architecture and Metro business purposes. The GIS Enterprise Architect ensures that GIS is deployed enterprise-wide in conformance with the overall Metro IT architecture. The GIS Enterprise Architect will also assist in initially defining enterprise-wide documentation standards for these architectures, in initially defining an enterprise-wide set of GIS policies and principles for these architectures, and in offering executive advice and counsel on emerging GIS technologies and state-of-the-art best GIS practices.

Defines and implements enterprise-wide GIS technology architectures and documentation standards defining the technologies and products approved to be used enterprise-wide.  Provides guidance and documentation for implementation of GIS standards, and ensures compliance with these standards.  Defines enterprise-wide policies and principles for GIS architectures, data models, system designs, application specifications, and data maintenance and QA/QC practices, and data documentation.

Develops and maintains GIS business, information, applications and technical architectures, working with the GIS Director, OIT staff, and GIS users across the enterprise to ensure consistency and completeness of implementation. 

Ensures that the architecture, designs, models, policies, and principles are consistent with Metro’s business purposes and overall IT Services-Oriented Architecture and with the use of an Enterprise Integration Stack architecture which uses enterprise application integration tools to pass data from legacy applications up through an enterprise service bus to multi-agency applications and a citywide portal framework.

Consistently reviews and revises established principles, policies, processes, etc., to ensure architectures continue to reflect Authority needs and technical opportunities.

Assists the GIS Director in the preparation of annual and long-range forecasts for budgetary and other management purposes for the Office of Information Technology.  Assists the GIS Director in providing similar forecasts and long-range plans for IT services for the Authority to include the continued cost/benefits of existing systems.

Provides technical advice to Authority officials and user offices on enterprise GIS concerning the research, development, implementation, coordination and monitoring of such systems.

Reviews GIS developments and services to ensure proper management design, installation and troubleshooting of the authority’s GIS technology.  Makes recommendations for using latest advanced technology, as appropriate.

Ensures that GIS is implemented in accordance with the Authority’s approved Life Cycle Methodology.

Remains consistently appraised of emerging technologies to evolve enterprise IT architecture with more efficient and effective standards.  Develops innovative and imaginative solutions to a wide range of applications to promote a leadership position in the field.

Prepares and presents oral/written reports/recommendations within the areas of assigned responsibility as may be appropriate.  Attends meetings/hearings and other activities essential to the execution of functional responsibilities.

Evaluates and discusses performance of personnel, recommending various forms of commendation or disciplinary action as appropriate and equitable.  Oversees selection and training of staff within the available training budget to ensure a high level of competence, coordinating training with the Office of Personnel and Training, where appropriate.
