product maintenance and line extension standpoint to include category management market product research developing packaging design planograms merchandising and promotional techniques Manage all distribution functions for the SKILCRAFT program from agency to warehouse Job Requirements Education Bachelora s degree in Business Administration marketing or related area from an accredited university or college or relevant experience An equivalent combination of education and experience is also acceptable Training and Specialized Knowledge Knowledge of business and project planning High degree of administrative skills with appreciation of marketing sales MIS and product distribution functions Strong presentation skills Strong analytical and conceptual skills Knowledge of Commissary and Exchange system Knowledge of Government contracting policies procedures laws and regulations Knowledge of AbilityOne policies regulations and requirements beneficial but not mandatory Require minimal direction supervision Experience Five yearsa experience in marketing merchandising and or product development administrative business office in a marketing oriented retail environment Military Resale experience very beneficial but not mandatory Travel Specific Duties and Responsibilities Product Development Maintenance Continuously evaluate the SKILCRAFT categories Category Management from an assortment quality design pricing packaging and positioning standpoint Perform product development functions with the support where appropriate of the functional areas to include the following Identify market opportunities to include new products product line extension and product modifications to maximize potential under AbilityOne sales and BWY objectives Regularly analyze market conditions to keep abreast of trends including brands prices and market share Conduct a competitive survey of local grocery stores mass retailers K Mart Wal Mart and Target and MR outlets a quarterly basis Provide competitive surveys for all new products under consideration or development Using Category Management principles work with the functional groups to provide a plan existing SKILCRAFTA products must satisfy to remain competitive Each August provide an annual plan to Military Resale Program Director for all SKILCRAFT categories Provide a review of the SKILCRAFTA products on a quarterly basis to determine need for item or need for product changes upgrades to annual plan Provide a suggested plan of action for all items not meeting specified market and sales requirements Review category sales monthly benchmarking against established category plans provide Military Resale Program Director updates and suggested changes to category plan where appropriate Work with the agencies and Brand Management to develop packaging for all new products or product changes Coordinate promotional Point of Sale POS material with Brand Marketing and Communications US AbilityOne Commission Forms Working with AbilityOne Development Department ensure that all committee forms for product changes on the current line approved by Military Resale Customers or changed by product manager are completed Keep GDS files current and accurate Work with Military Resale Coordinator to keep all pricelists product lists product specifications catalog EmpowerIT data and agency products list current and reflective of all product changes Product Distribution Agency to Warehouse Coordinate all functions of Military Resale Product Distribution for the SKILCRAFT product line for new and deleted items New Products Determine specific business lines to target for pursuit and development based on potential for growth opportunities Coordinate determination of specific customers to target to provide growth opportunities Coordinate the startup of new products Set up inventory levels for each New Product Introduction and communicate with the appropriate parties Review all new products before they enter the distribution system to ensure they reflect the quality and packaging standards set for the new product Provide a product specification sheet for all new products introduced Coordinate the distribution aspects of all new products New Product will be available at all distribution points thirty days after completion of initial startup order Provide a report showing the date the new product arrives at the distributors Monitor weekly for the first three months the inventory levels at the warehouses distributors Ensure warehouses distributors are ordering per the distribution plan developed for the new product s Provide any volume changes to the appropriate personnel Provide NPA regular updates on new products to assist with inventory planning Provide a monthly report updating sales on all new products Track all new products or upgrades for a year period US AbilityOne Forms Working with AbilityOne Development Department to submit appropriate committee forms for new products approved by Military Resale Customers to the Committee Add all new items to GDS days before presentation to customer Work with Military Resale Coordinator to keep all pricelists product lists planograms product specifications catalog and agency products list current and reflective of all new product changes Promotional One Time Buys Seasonal Activity Agency to Warehouse Establish a yearly promotional plan designed to meet the needs of the sales objectives Work with affiliate to obtain promotional approval Confirm all approvals in writing Coordinate with Brand Management any promotional Point of Sale POS material Provide promotional information to Program Director by the th of the preceding presentation month Include information necessary for presentation Enter all promotional offers in GDS prior to meeting with customer Advise affiliate of customer decision regarding the promotional offering If the promotion is approved develop a distribution plan from agency to warehouse Advise affiliate of the promotional quantities and shipment requirements within one week of approval by customer Determine proper inventory levels at warehouses and distributor to insure complete and on time delivery of products Product will be available at all distributors no later than days before the beginning of the promotional period Provide updates to promotional milestones on a regular basis Two months before the start of the promotion provide weekly updates of inventory levels by warehouse by distributors on all seasonal promotional and one time buys Provide a promotional analysis of the effectiveness of the promotions one month after promotional period and impact to category plan Regular Product Line Agency to Warehouse Work with warehousing system to perform activities necessary to maintain a Fill Rate Monitor delinquencies and track corrective action plans Determine delinquency causes and possible solutions by agency warehouse and distributors Develop plan of actions where needed to minimize delinquencies Work with affiliates having supply problems Track and report on time performance by warehouse Maintain a database log to document the occurrence of delinquencies and any corrective action plans Act as liaison between affiliates warehouse for all special requirements such as case pack changes removal of obsolete inventory handling of returned goods etc Planograms Review planograms every three to six months to ensure maximization of sales Revise planograms as needed to account for new item introductions or deleted product Military Resale Pricing Verify monthly price quotes for accuracy Provide bi weekly monthly price quotes to Broker Assist in the activities of the annual pricing process so that all requirements for the Presidential Appointed Committee are completed by Jan of each year This job description does not imply that these are the only duties to be performed by this
