This position will be based in Washington, DC and will be responsible for identifying, analyzing and understanding federal policy risks and opportunities in relation to Horizon and its therapeutic areas; providing supportive analyses for legislative and regulatory issues; effectively communicating federal policies to internal stakeholder audiences; and supporting Horizon Pharma senior executives and the government affairs team in its interactions with key policymakers and trade associations. This position will interact with internal stakeholders to develop policy positions regarding relevant federal legislation and regulation. The position reports to the Executive Director, Federal Government Affairs and Policy, within Horizon's Government Affairs and Public Affairs Department, and interacts closely, shares goals, and partners with colleagues in Horizon Pharma Government Affairs, Legal, Corporate Communications, Managed Care, Patient Advocacy, Regulatory, Medical Affairs, Tax, and orphan, rheumatology, and primary care business units, among other departments. Key ResponsibilitiesDevelop and maintain a strong understanding of Horizon Pharma's product portfolio and corporate interestsIdentify, analyze and understand federal legislative and policy developments and proposals and the corresponding risks to or opportunities for the company and its businessesContribute to the development of Horizon Pharma federal legislative and policy strategy and perform execution of key tactics to support business unitsWork closely with the Executive Director and federal consultants to best position corporate interests affected by federal legislative and regulatory policy, inclusive of federal health policy and reimbursement threats and opportunities, tax policy, and medical innovationDraft regular analyses, summaries, and message points in collaboration with the Executive Director and other functions, to prepare management and other internal units for decision-making, external communications, outside board/committee participation, and related activitiesPrepare briefing documents, talking points and background materials for use of Horizon executives in advance of trade association or policy board meetings, public speaking engagements, internal meetings, and other events at which policy matters ariseIncrease employee awareness of Government Affairs mission through creation of internal policy engagement materials to share and market the company's policy perspectives with employeesFormulate and gain approval of policy positions representing the company's viewpoints on key federal issues, working closely with internal subject matter expertsReview, interpret, and discuss in layperson terms legislative, regulatory, policy, and other government proposals Represent the company in hill office engagement, relevant trade association meetings and work groups Travel 10-20% of the time Desired RequirementsBachelor's degree requiredGraduate degree preferred with a focus in public policy or health policy or lawMinimum of 5 years of relevant policy experienceExperience in the pharmaceutical industry, professional medical society or organization, or related industries focused on healthcareExperience dealing with federal and state healthcare legislative, regulatory, policy, and political issuesAttention to detail and an ability to recognize issues in the context of higher-level policies and regulationsAbility to develop strong working relationships and work collaboratively with colleagues and external stakeholders and trade associationsExcellent written and verbal communication skillsExcellent planning and organizational skillsStrong interpersonal skillsProfessional, proactive demeanorProficient in Microsoft OfficeEssential Core Competencies:Action OrientedProactiveProblem SolvingOrganizationFunctional/Technical SkillsPriority SettingDrive for ResultsStrategic AgilityIntellectual HorsepowerDealing with Ambiguity Horizon Pharma plc does not discriminate on the basis of race, color, religion, gender, sexual orientation, national origin, age, disability, veteran status, or any other characteristic protected by law.
