Job Summary This position is part of Raytheons corporate Government Relations team in Arlington, VA, and is focused on supporting the enterprise on a broad range of policy, legislative, and regulatory issues.This position is responsible for adding value to the company by advancing Raytheons goals, views, and priorities before Congress with respect to federal domestic issues, to include tax, benefits, accounting, acquisition, labor, and environmental matters consistent with established company priorities, values, and metrics. Responsibilities include, but are not limited to:.Represent Raytheon before Members of Congress and their staffs.Strengthen relationships with Members, Staff, and Committees on Capitol Hill, especially those responsible for policy matters relevant to the companys priorities..Communicate effectively and continually with Congressional customers and corporate leadership regarding ongoing Hill efforts, upcoming events, status of priorities, and other information that affects the companys goals and interests..Work closely with corporate headquarters and functional leads in Finance, HR, Contracts/Supply Chain, and Legal to develop the companys annual policy priorities, and then develop strategies to achieve them consistent with established goals and metrics..Actively participate in and maximize the use of industry groups, coalitions, and trade associations, as well as outside consultants, advisers, and experts, to advance the companys policy goals and strategies for both domestic and acquisition policy issues..Monitor all aspects of the legislative process with respect to the portfolio and develop initiativesto include developing legislative language, organizing congressional coalitions, and jumpstarting grass roots advocacyto achieve goals..Conduct analyses of legislative initiatives and policy proposals, and how these interact with executive branch policies, initiatives and procedures, with a focus on broad budgetary trends and company operations, strategic planning and interactions with the government..Attend congressional hearings, conferences, meetings, and special events as necessary to advance Raytheon goals and provide valued service to customers..Plan and support visits by company leaders to Capitol Hill to discuss the broad range of domestic and acquisition policy issues impact the company. Requirements.Relevant Bachelors degree..Twelve plus years of experience working with government customers, decision makers and senior officials in the legislative and executive branches of federal government, with a focus on domestic legislative and regulatory issues. .First-hand knowledge of legislative and executive branch processes, the federal budget, the stakeholders in key agencies, and the relevant committees of Congress..Working knowledge of a broad range of policy issues, especially corporate tax, finance, benefits, and acquisition policy issues..Excellent interpersonal and communications (written and verbal) skills, and demonstrated success working in a collaborative team environment..Experience managing multiple constituents internal and external and customers in a way that keeps them fully informed of past progress, ongoing activities, and next steps..Self-starter with a bias for action who is able to manage time and multi-task effectively in a pro-active and innovative way.Desired Attributes.Relevant Masters Degree..Previous employment on Capitol Hill, especially with a relevant committee..Ten plus years of experience working with or for government customers, decision makers and senior policymakers in the legislative and executive branches of the federal government. .Prior employment or partnership with Raytheon, or another defense company..Experience with/within the defense community, including a working knowledge of a wide range of defense and acquisition policy issues..Secret security clearance. 98348
