UMMS is currently seeking a Director of Tax Advisory Compliance Service for our Corporate location. ANY HOSPITAL OR 501c3 TAX EXEMPT EXPERIENCE IS REQUIRED Master's degree in Taxation; CPA is preferred and Seven (7) years progressively responsible tax experience, or equivalent, along with 5 years supervisory/management experience. The Director of the Tax Advisory Compliance Service is primarily responsible for ensuring compliance with all external taxing authorities (Federal, State & Local) for all entities in the University of Maryland Medical System, as well as, safeguarding its IRS Section 501(c)(3) tax exemptions. Under general supervision, the Director designs, reviews, modifies, and implements procedures as part of an overall maintenance of the IRC Section 501(c)(3) and non-profit foundation status of UMMS' tax-exempt affiliates, mitigating possible unrelated business income tax exposure to those affiliates, as well as, assess compliance with appropriate federal, state and local tax laws and regulations in the area of income, sales, real & personal property and payroll for both tax-exempt and taxable affiliates of UMMS. The following statements are intended to describe the general nature and level of work being performed by someone assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.1. Manages and directs the operations of the Tax Department (Tax Compliance, Tax Advisory & Tax Risk Management functions) including employee work scheduling, staffing and other personnel activities and issues. 2. Applies corporate policies and procedures as well as federal, state, and local statues and regulations governing general accounting A. As part of an overall maintenance of the IRC Section 501(c)(3) and non-private foundation status of UMMS' tax-exempt affiliates, mitigating possible unrelated business income tax as well as private inurement/intermediate sanctions exposure to those affiliates as well as assess compliance with appropriate federal, state and local tax laws and regulations in the areas of income, sales, real & personal property and payroll. B. Ascertaining whether certain UMMS corporate policies, procedures and practices are compliant with federal, state and local tax laws and regulations, identifying UMMS' operations and practices that could generate possible income, payroll or state and local tax exposures, as well as providing tax advisory support to UMMS' corporate and affiliate financial management. 3. Coordinates the income tax return filing process by establishing and monitoring the timeline for the preparation, review and submission of all tax returns (Federal Forms 990, 990-T, 1120 and 1065 and Maryland Forms 500 and 510). Effectively communicates with staff and the external tax advisors to ensure that the appropriate information is available to timely and accurately meet all deadlines in the process. Provides the data entry team with the information needed to complete the specialized schedules of the Form 990 concerning compensation, related organizations, lobbying, hospital activities, transactions with interested persons and all required supplemental information.4. Monitors and reviews new business development, rules and regulations, joint venture arrangements and business transactions searching for any issues that could affect the tax- exempt status of the organization. Identifies tax saving opportunities and possible tax exposure issues related to new and ongoing operations. 5. Periodically reviews and addresses issues and risks in the areas of governance, lobbying activities, intermediate sanctions, private inurement exposure, transactions with disqualified individuals, conflicts of interest, executive compensation policy, physician contracts, employment practices, non-private foundation status, unrelated business activity, IRC 501(r) regulations, tax exempt bonds, pension plans and state reporting issues. 6. Communicates regularly with various finance personnel and management to ensure optimal efficiency and effectiveness of tax policy and reporting. Publishes a quarterly Tax Reference Guide and quarterly Summary of Taxable Income and Tax Liability to keep management up to date on pertinent tax information. 7. Maintains the Master Listing of Entities in the University of Maryland Medical System including Federal ID and Maryland SDAT numbers. In collaboration with the Legal Department, ensures that all necessary tax applications and registrations are filed for all newly created entities, as well as, any entities undergoing a change of status such as termination or name change. 8. Keeps abreast of current tax (federal, state and local) information/guidelines in the finance and healthcare fields as well as new, related UMMS policies. Communicates relevant changes and/or protocol and procedural revisions to staff. Recommends appropriate department operational changes to ensure tax compliance. Bachelor's degree from an accredited college or university in Taxation, Accounting, Finance or equivalent is required. Master's degree in Taxation is required. CPA is preferred. 2. Seven (7) years progressively responsible tax experience, or equivalent, is required. In addition, five years supervisory/management experience is required.Knowledge, Skills and Abilities 1. Proficient knowledge of federal and state tax laws and regulations in the exempt organization area as well as knowledge of Subchapter C and K sections of the Internal Revenue Code are required. Demonstrated knowledge of general accounting principles is required. 2. Proficient knowledge of supervising, monitoring daily work activities, evaluating, training and motivating performance of subordinate technical, professional and clerical support staff is required. 3. Proficient organization and problem-solving skills are required to develop/implement efficient work processes and to successfully resolve difficult, conflict-oriented situations. Ability to work effectively in a stressful work environment and to handle confidential issues with integrity and discretion are required. 4. Highly effective verbal and written communication skills are required. 5. Highly proficient mathematical skills are required, including calculating percentages, addition, subtraction, and multiplication, using a calculator or related equipment as appropriate or otherwise ability to manipulate numbers. 6. Ability to operate a personal computer and proficiency with the following applications are required: MS Excel, MS Word and PowerPoint.
