Directs, develops and implements all underlying detailed strategies related to such advocacy. For priority environmental issues, candidate coordinates and collaborates with key internal and external audiences.Purpose and Mission* Engage with NRECA members to develop consensus on priority needs and policy positions on Clean Air Act and Climate matters. * Proactive advocacy on key issues to best meet members' short-term and long-term needs.* Lead regulatory and policy advocacy on Clean Air Act and Climate matters at EPA and related agencies and support said advocacy efforts on related court and media initiatives. * Build and maintain relationships in the policy community and industry in order to enhance NRECA's reputation, access, and advocacy efforts. * Advocate NRECA positions through regular engagement, including developing and presenting testimony and developing and submitting comments, on the regulatory and judicial activities related to area of responsibility. * Participate in and represent NRECA interests in coalitions with other stakeholders. * Build in-depth knowledge about the members' business needs, impacts from various regulatory actions, policy positions, and internal politics.* Build nationally recognized expertise relating to area of responsibility.* Work collaboratively with colleagues in Government Relations, Communications, Business and Technologies Strategies and others to enhance efforts related to area of responsibility and to support others' efforts on related issues.Requirements and Qualifications* Bachelor's degree in environmental policy, engineering or science. A Master's degree or JD preferred.* 10 years of experience with environmental issues, environmental regulatory advocacy, operational or technical environmental compliance issues and working in or practicing before the EPA and related agencies * Working knowledge of the electric utility industry (and electric cooperatives in particular), US Government regulations including the Environmental Protection Agency the Clean Air Act requirements and other related federal regulations. Ability to communicate effectively, both verbally and in writing, with a diverse membership, regulatory agencies, employees and/or vendors in a clear and precise manner to include developing comment packages to regulatory agencies, testimony and briefing papers.* Experienced managing regulatory issues with a high degree of cross-functional cooperation and the consideration of various laws and regulations including the Environmental Protection Agency the Clean Air Act requirements and other related federal regulations.* Ability to be persuasive, negotiate, and collaborate with individuals at all levels throughout organization and with outside groups as demonstrated by prior work experience.*LI-RS1
