Salary Range: $62,195 - $103,177
The Senior Financial Specialist (Accounting Supervisor) positions are responsible for the units that account for the County's Funds (examples provided in parentheses), including: General, Capital Projects, Debt Service, Special Revenue (Fire, Mass Transit), Enterprise (Solid Waste, Parking), Internal Service (Health Benefits, Risk Management), Trust (retirement plans and OPEB), and Agency Funds. Accounting Supervisor position may also be assigned bank and payroll reconciliation programs, and be required to complete complex reconciliations for various payroll processing such as retirement accounts, deferred compensation; federal and state taxes, validation and reconciliation of labor distributions journal entries in the General Ledger and Project and Grants modules, reviewing analyzing compensated absences and completing the fiscal year-end payroll accrual. The Senior Financial Specialist (Accounting Supervisor) may also be required to supervise accounting staff who help to prepare financial statements or perform complex reconciliations, analysis, and report preparation.
Additional responsibilities include functioning as a liaison between Payroll and General Accounting staff, various department staff, Board of Investment Trustees, and Montgomery County Employee Retirement Plans staff. The Senior Financial Specialist must excel in planning, coordinating and directing the activities of the various funds/programs. Technical accounting responsibilities include performing complex accounting analysis and research utilizing an in-depth knowledge of governmental accounting standards (GASB); analyzing and implementing new accounting standards; preparing and reviewing the financial statements and related disclosures for publication in the County's Comprehensive Annual Financial Report (CAFR), and supporting reconciliations, analysis and work papers; production of reports such as interim financial statements, State Uniform Financial Report, Debt Service Booklet, and abandoned property reports; providing ongoing technical advice and consultation on technical accounting issues; and preparing and reviewing financial transactions.
Responsibilities also include recommending and implementing business process improvements, and participating in research and resolution of system-related issues. The Senior Financial Specialist position is highly proficient in governmental accounting standards, and as such, is required to have considerable accounting knowledge and experience; the position also requires considerable experience with automated financial systems, preferably Oracle e-Business and Business Intelligence reporting tools, and software tools such as Excel, Access, Word, and PowerPoint and must have strong analytical and problem solving skills. Previous government accounting experience is preferred. Applicants who are Certified Public Accountants (CPAs) should confirm such active certification by including their CPA number, the state of issue and whether the license is active or inactive.

Experience: Considerable (four (4) years) professional experience in a financial accounting, auditing or business administration field.
Education: Graduation from an accredited college or university with a Bachelor's Degree in business or public administration with a major in accounting, or a related field with a major in accounting; or graduation from a recognized school of accounting.
Equivalency: An equivalent combination of education and experience may be substituted.
