The Human Resources Manager acts as a business partner by implementing Company HR strategy and by providing HR guidance, tools and support to local management teams on a daily basis. This position will represent the overall HR function with the highest level of integrity at all times sharing the Company's vision and operating principals. This position will also collaborate with the labor relations team in negotiating of collective bargaining agreements and arbitration decisions including researching and handling grievances, researching arbitration panels and working with the labor team as necessary. Responsibilities: Responsible for interpretation, and implementation of policies, procedures, laws, standards and government regulations to all employees. Proactively monitors all processes and policies to ensure compliance with all functional state and federal regulations, rules and laws, eg, EEO, Affirmative Action, etc. Provides guidance and direction and acts as a department liaison regarding various issues for management. Responsible for writing offer letters, coordinating workflow, delegating assignments, handling conflict resolutions, maintaining accurate files and timesheets. Contribute to the business strategy by identifying, prioritize and build organizational capabilities, behaviors, structures, processes Support management in forecasting and planning through staffing; ensure requirements are in line with requirements. Develop recruiting plans and strategies for driver recruitment efforts as well as other open positions at the facility. Manage weekly reports for internal and client use. Implement appropriate learning interventions and manage ongoing delivery. Manage union contract negotiations to ensure that the appropriate issues are addressed accordingly and timely with functional departments and labor team. Review and benchmark internal and external environment to improve HR policies, procedures and initiatives to enhance overall business performance. Identify and drive communication and cross functional learning to facilitate continuous improvement and cohesiveness. Provide expert advice and coaching to management and employees where appropriate. Understand management and employee opinions and anticipate needs and concerns. Maintain close contact with Regional HR team/functional departments to work in synchronization with regional needs. Other responsibilities as assigned. Qualifications: Bachelor's degree in Human Resources, Business Administration or related discipline. 3-5 years experience of HR Generalist experience or 5 years in management position. Heavy recruiting experience a must inclusive of developing recruiting plans and activities. Experience working in a union environment; specifically assisting with union negotiations and grievances. Experience working with and knowledge of federal and state employment laws. Excellent communication and presentation skills with ability to influence people at all levels of the organization, both vertical and horizontal. Proven problem solving skills. Highly organized and detail oriented with the ability to handle multiple projects simultaneously while exceeding established goals and objectives. Proficient in ADP (ie, entering, running reports, etc.). Able to interact effectively with a variety of internal and external customers in various positions. Proficient in Microsoft Office software, Excel, and Access.
