Come and help us make health care better for everyone.Opportunity: Blue Shield of California seeks a Strategic Recruiting Program Manager who is responsible for organizing and overseeing the strategies behind effective recruiting solutions that meet our business goals. This position is located in our corporate headquarters in the heart of downtown San Francisco. The Strategic Recruiting Program Manager will focus the Talent Acquisition team on talent planning, leveraging appropriate channels and partnerships. More specifically, the Strategic Recruiting Program Manager will deploy and measure creative, proactive, and cutting-edge sourcing and pipelining techniques as well as work closely with the recruitment team to facilitate timely hiring and a greater volume of qualified candidates in the recruitment lifecycle. The Strategic Recruiting Program Manager will develop partnerships with various organizations, non-profit advocacy groups, colleges/universities and other professional groups to build and cultivate appropriate talent pipelines. The Strategic Recruiting Program Manager will represent Blue Shield at various events throughout California to support hiring initiatives and strengthen the overall employer brand of Blue Shield. The Strategic Recruiting Program Manager will proactively identify business trends/needs and, in partnership with business leaders and HR's Organizational Effectiveness group, plan outcome-oriented recruiting events to target related talent communities. The Strategic Recruiting Program Manager will also work closely with Talent Acquisition management, recruiters and sourcers to ensure useful performance metrics and service level agreements (SLA's) are in place to drive performance and illustrate the value and return on investment (ROI) based on recruiting efforts. Responsibilities: The Strategic Recruiting Program Manager will be responsible for supporting the full lifecycle recruitment process.Build strong business relationships with Colleges and Universities at targeted schoolsDevelop relationships with internal and external stakeholders who identify hiring needs and support people's strategiesCollaborate with Talent Acquisition and business leaders to identify strategic goals and propose solutions to meet their hiring needs.Organize, oversee, attend and track various projects aimed at meeting hiring plans set forth with business leaders.Actively communicate status of various projects with business leaders.Work with recruiters, sourcers and business leaders to generate ideas, leverage resources and share information that creates an effective search process.Review and propose new tools/systems to Talent Acquisition Management.Develop and maintain relationships with external organizations that provide valuable partnerships with Blue Shield.Assess resourcing needs for various projects and recommend proposed adjustments to Talent Acquisition management.Aid in the generation of a high volume/high quality pipeline of candidates under very tight timelines. Gather market intelligence on Healthcare and the Health Insurance markets.Develop tracking systems, metrics, and reports to determine the effectiveness of ongoing projects and initiatives and communicate the results to key stakeholder.Create inventive and strategic solutions to hiring scenarios. Manage Blue Shield of California recruiting social media pages in collaboration with Social Media Team. Create pages as needed.Identify, vet, and manage relationship with vendors and services to benefit full recruiting process at Blue Shield, both for college and full lifecycle recruiting.Grow Blue Shield of California's University Relations program, including design, attraction, and recruitment for university students from targeted schools.Partner with business leaders and internal stakeholders to identify and build strategic opportunities for college and entry-level candidates.Identify teams of campus ambassadors to attend university events and serve as representatives of Blue Shield of California.Serve as a brand ambassador for Blue Shield of California and a point of contact for all things University related.
