Financial Analysis and Grants Manager DC based think tank is seeking an experienced Financial Analysis and Grants Manager. This role oversees Private (Foundation, Corporate and Individual) and Public (State, Federal and Local) grants and maintains consistency with corporate policies. Grant and Contract Acquisition; Financial Management and ComplianceCoordinates with Program departments in preparing interim forecasts of program activity for input to grant budgeting and cash flow analysis. - Monitors and reconciles and communicates information about grant carry-over spending and project balances. - Maintains corporate guidelines, policies and procedures for grant financial management and compliance. - Reviews all new grants, contracts and cooperative agreements and their amendments; negotiates terms and conditions as needed. - Prepares analyses of requirements to ensure full understanding. - Establishes & maintains contact with financial management units of contracting agencies to ensure smooth financial management of awards.and ensures compliance with all internal control procedures for all grants. - Uses information from internal accounting systems to prepare periodic financial reports required by US government grants. - Supervises preparation and submission of compliance-related documents to donor institutions. - Stays abreast of government grant regulation and requirements, tracks and monitor changes and interpretations of Private and Public grant regulations. - Identify areas of organizational risk or non-compliance and address these areas in a timely manner. Financial Accounting, Analysis and ReportingProvides SF-269s, SF-272s, Financial Close-out reports, etc. and ensures all government reporting requirements are met for Federal Grants and Pass-throughs. - Evaluates and monitors contractual performance. - Disseminates contract and grant information to relevant staff, provides regulatory interpretation, advice, and guidance during project proposal implementation stage - Ensures proper close-out procedures and documentation are sent upon grant closeout - Oversees creation of more complex journal entries. - Provides assistance in extraordinary and complex transactions. - Reviews and analyzes balance sheet accounts throughout the year. - Reconciles accounts with sub-ledgers or supporting documents. - Prepares ratio analyses of the financial statements. Training and Capacity BuildingTrains staff in grants management, full cost recovery, sub-recipient monitoring, proposal budgeting and donor regulations, and all financial and compliance aspects of grants.Requirements:BA or BA equivalent in Business, Accounting, Finance preferred. Direct experience such as grants management, budget coordination and financial management experience may substitute. - Knowledge of standard financial reporting requirements for US Federal Government grants; general knowledge of financial reporting requirements for state and other grants.
