For more information about MCR, LLC career opportunities, please visit www.mcri.com.DESCRIPTION OF DUTIES The Program Analysis & Evaluation (PA&E) mission is to enable Intelligence Agency to shape agency capabilities by providing objective, independent evaluation and analytic advice on all aspects of enterprise programs and activities. The functions of PA&E are to: Develop and support effective and efficient resource decisions informed by objective, independent analysis and evaluation of intelligence programs and major enterprise-wide initiatives; Provide consistent, defensible cost and manpower estimates supported by in-depth analysis that raises the level of resource awareness across the agency; Provide proactive, balanced and effective fiscal planning guidance reflecting current priorities and enabling future state; Provide an adaptive capability to conduct and manage credible and pragmatic analyses that are considered in the context of broad Agency, DoD, and IC requirements; Provide general support for responding to Agency front office/senior requests and questions.Provide Strategic Financial Support services, Total Lifecycle Acquisition Management support services, and Business Management support services to the organization(s) described above and outlined below:Work as a part of an integrated team, interfacing with program offices and leadership.Analyze and make effective use of cost, schedule, technical, and programmatic data.Build and validate accurate and complete cost models, estimates, and risk analyses.Support definition and documentation of technical baseline.Assist in the drafting and editing of management and executive level briefings, papers, reports.Conduct cost and technical research to improve analytic artifacts.Mentor others across all of the above.Bachelor's Degree with significant quantitative analytic focus.Minimum twelve (12) years of experience and eight (8) years of relevant experience in cost estimating, business/finance/economics, operation research, and/or system engineering.Demonstrated experience developing life cycle cost estimates utilizing various methodologies.Demonstrated experience in data collection and analysis.Demonstrated experience in the development, implementation, and configuration of cost-estimating relationships, models, tools and methodologies.US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Top Secret). Must have an active Top Secret/Special Compartmented Intelligence (SCI) clearance and a Counterintelligence Polygraph.PREFERRED QUALIFICATIONSMaster degree with significant quantitative analytic focus.Certification in cost analysis field (eg, CCE/A or DAWIA Level III BCF-CE or similar).Demonstrated ability with project/task planning and management through execution.Demonstrated experience costing large Information Technology (IT) acquisition programs.Working knowledge and / or experience in new software analytical techniques, schedule realism, cost risk analysis, business case development and return on investment analysis.Working knowledge of major NGA systems and strategic initiatives.Working knowledge of Microsoft Access, Microsoft Project, commercial cost tools, risk tools, statistics/data analysis tools, and EVM analysis tools.Working knowledge with Systems Engineering, Acquisition, Budgeting, and EVM processes.Working knowledge of agile estimating techniques and software sizing methods.Strong history/experience in customer-service, able to advise on tactical and strategic issues.Excellent oral and written communication skills; demonstrated ability to develop written artifacts of the caliber to be consumed by working and senior audiences.Demonstrated proficiency in MS Office.Strong interpersonal skills; ability to work independently, and as a team member; ability to establish a network of contacts; ability to mentor and guide activities of other team members.Demonstrated ability to conduct interviews, research, data analysis to translate technical programmatics into a cohesive written baseline description document.EQUAL OPPORTUNITY EMPLOYERMCR, LLC is an equal opportunity/affirmative action employer.
