Concentric Methods is seeking an experience Procurement Analyst to join our team supporting USAID. This position requires an active secret clearance. Job Duty This position will be located in the Management Bureau, Office of Management Policy, Budget and Performance. The Procurement Analyst will work in the Policy and Performance Divisions within the Office of Management Policy, Budget and Performance. Essential Functions and Responsibilities Serve as an expert analyst in the assessment (including technological and operational) and improvement of operational effectiveness and efficiency or the improvement of complex management and operational policies, processes and systems Assist in interpreting federal regulations and policy, determining need for USAID policies and procedures, overseeing the development of policy, procedures, or technological platforms, recommending approval upon completion, and monitoring effectiveness of implementation Consult with management to prepare detailed plans, goals, objectives, operation or information technology requirements, and criteria for complex or high-value management policies, processes and systems Present findings and recommendations on complex issues or problems impacting major operations in a variety of formats (eg articles, papers, studies, briefings, other media) Plan and develop quality processes, procedures, and methodologies to improve the effectiveness and efficiency of work methods and management controls for a major component of agency operations Other operational performance and policy tasks as assignedMaster's degree in Business, Law, Policy or a related field Five to seven years of specialized experience in leading monitoring and assessment efforts, data analysis, report writing related to improving the quality and efficiency of management operations, and implementing change management efforts Experience in providing expert advice to management on a wide range of complex operations/activities using a variety of qualitative and quantitative techniques to assess processes, systems and mission support operations Experience coordinating special studies on management initiatives that are critical to the mission; determining the need for written policies and procedures; writing policies and procedures based on need Experience providing technical assistance to management in planning systems and management operations Experience preparing various agency-level reports and information on metrics and trends Experience communicating plans, proposals, findings and results to senior management using innovative techniques and visualization Experience leading statistical reviews and business process reviews is desirable Prior experience working in an international development setting is preferred Hold active secret clearance Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986 Cape Fox Corporation, its subsidiaries, and joint ventures will provide equal employment opportunities to all persons and prohibits employment decisions on the basis of race, religion, color, creed, national origin, sex, age, disabling condition, political affiliation, protected veterans status, or sexual orientation.
