Octo Consulting Group is seeking a Financial Cost Analyst to support the civilian cabinet level department transformation by supporting implementation of the Federal IT acquisition Reform Act (FITARA).Responsibilities:Provide cost estimation and analysis support and consultation for OCIO Division projectsSupport development and implementation of OCIO policies, processes, procedures, training, and tools for cost estimating and related disciplinesProvide financial analysis and business support; perform trend analyses, variance analyses, and financial reportingSupport budget execution through the analysis of systems and preparing budget reports and performing budget reconciliationSupport economic analysis of projects, and various analyses of alternatives and other related efforts to aid investment decisionsAssess the current environment and make recommendations and implement advanced cost estimating and analysis capabilities necessary to meet OCIO project and program governance requirements to include budget formulationSupport the implementation of OCIO policies, processes, procedures, training, and tool development for cost estimating and related disciplines such as cost risk assessment, earned value management, and cost proposal developmentPrepare financial reports using budgets, cost, or other financial information5-7 years of experienceExperience supporting CPIC/OMB Exhibit 300Understands, interprets, analyzes, and provides recommendations to clients regarding compliance with OMB Circular A-11 (Preparation, Execution, and Submission of Budget), OMB Circular A- 130 (Management of Federal Information Resources), OMB Circular A-94 (Guidelines and Discount Rates for Benefit-Cost Analysis of Federal Programs) as well as other legislation related to budgeting and information technology management.Strong analytical, organizational, and forecasting skillsExcellent written and verbal communications skillsExpert knowledge and use of the MS Office suite (Word; Excel; PowerPoint; Project; Visio) to prepare documents, spreadsheets, and presentationsFamiliarity using CPIC related investment tools (eg, eCPIC, nPRS, Investment Management System)Personal communication style that encourages teamwork when engaging stakeholders with a myriad of agendas, requirements, and constraints.Ability to multitask and work effectively, both independently and in teams, ensuring timely completion of assignments and meeting established quality standardsEducation:Bachelor's Degree is requiredLocation:Rockville, MDAbout Octo Consulting Group, Inc.Octo Consulting Group (Octo) is an industry-leading, award-winning provider of digital services for the federal government.
