The Senior Functional Lead will lead a team with the following responsibilities:Perform requirements analysis and design activities in support of day-to-day operations, defect resolution, and regulatory and legislative changes. Functional support will be needed through the complete Software Development LifeCycle (SDLC), including requirements verification and validation during the development and test phases as well as post production support for all defects and regulatory changes. Develop and maintain an HR Connect Requirements Matrix (RTM) that links to the OPM Business Reference Model and HR Connect Core Capabilities (Functionality Areas) for all system modifications completed during the performance period. The HR Core Connect Summary will be updated quarterly and submitted for Government approval. Analyze and prepare change requests for Level of Effort (LOE) and Rough Order of Magnitude (ROM) estimates that capture all the necessary components for full Software Development Life Cycle (SDLC) in support of all release planning activities.Design a solution to ensure setup tables are synchronized and maintained in conjunction with the Office of Personnel Management (OPM) and/ or payroll provider modifications. Provide payroll support services to HRCPO and be responsible to perform timely reviews of the Federal payroll and human resources legislation changes and regulations and document their respective effect on HRCPO business systems.Conduct payroll research, gather information and recommend policy, legislation and business process improvement for HR and payroll functionality and support new payroll, HR programs and initiatives.Perform functional configuration of PeopleSoft system.Develop and maintain system requirement documents such as business process workflows, Functional Requirements Document, RTM, and use casesDemonstrate configurations through the development of prototypesAssist in the configuration and maintenance of core lookup value setsExperience performing as functional lead for at least 2 new deployments, major upgrades, and/or major enhancements to Oracle PeopleSoft HR based systems for a Federal Government client, where you collected and translated business requirements, performed gap analysis, designed integration solutions, completed systems configuration, prepared and executed system testingHands-on experience with development, customization, upgrade, and/or maintenance with PeopleSoft HR v9.x and PeopleToolsStrong relationship management, leadership, collaboration, and verbal and written communication skillsAt least 5 years' experience as Functional expert on PeopleSoft HR system implementations, major upgrades, and/or major enhancementsDetailed knowledge of PeopleSoft Federal Human Resources Management Systems (HRMS) and the key federal standardized products that interface with it (Plateau training, NFC Payroll)Project Management Institute (PMI)- certified Project Management Professional (PMP)Ability to manage a development team following strict configuration management controls to meet scheduled releasesAbility to manage a major business system that involves a core HRMS system, and integration with many other major applications that span the entire employee (and contractor) life cycle: eg, onboarding, provisioning, payroll, learning and developmentDetailed knowledge of Federal Human Resources processesCertification and Clearance:PeopleSoft HR 9 Consultant (preferred)Clearable to Active Treasury High-Risk Background Investigation (BI) (required)Active Treasury High-Risk Background Investigation (BI) (preferred)Preferred Experience and Capabilities:Hands-on experience with PeopleSoft Update ManagerLeadership of a team of 5 or more staffExperience with implementing cloud-based application suitesExperience supporting Treasury HR Connect systemEducation:BA/BS in Computer Science, Information Systems, Computer Engineering, Business Analysis, or equivalent (required)Location: Washington, DCPhysical Requirements:Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc.Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs.Specific vision abilities required by this job include use of computer monitor screens up to 80% of timeWork Environment:Individual's primary workstation is located in an office areaThe noise level in this environment is low to moderateAt Octo, our focus is on delivering results that matter.
