This position is located in the Production Engineering Division under the direction of the Assistant Manager, and is a local expert in XML markup languages and Document Type Definitions (DTDs), acting as a mentor and as a liaison with a variety of technical and nontechnical personnel, including in-house staff, contractors, and Capitol Hill representatives. The primary functions of this position includes developing and maintaining support for the Hill on a support contract for the Alex and Lexa systems, two customizations of the COTS software XMetal. This software and its modifications are critical in supporting the US Bills and Laws which GPO is responsible for typesetting and printing. The incumbent also provides direct oversight of contract personnel and coordinates changes to the system including Operating System upgrades as they occur at GPO and on the Hill.
The incumbent reports to the Assistant Manager of Production Engineering, for general guidance, but is relied on upon to independently oversee the Alex/Lexa contractors. Incumbent is also expected to keep abreast of printing, publishing, and digital industry developments and to offer creative approaches to implement new needs as identified by Congress and GPO. This position requires a thorough knowledge of the techniques and processes involved XML data creation and in the legislative process in general.
Selectee for this position, will work (Shift 1), from 7:30am to 4:00pm.

To qualify for this position, you must meet the following requirements:
To minimally qualify for the PG-13 level, you must meet the below requirement. Applicant must possess 1 year of specialized experience at the PG-12 (or equivalent) level or higher. Specialized experience includes; Creating and modifying XML DTDs and Schemas, Creating XML data to enhance workflows is desirable and, Working with XML translation languages such as XSLT.
TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
