Acquisition Analyst Technical Specialist

Vencore is an AA/EEO Employer - Minorities/Women/Veterans/DisabledResponsibilities:This contract supports the National Environmental Satellite, Data, and Information Service (NESDIS) of the National Oceanic and Atmospheric Administration (NOAA).NESDIS is responsible for the procurement of new flight and ground systems and the modification of existing systems needed to operate the satellites, and to collect, process, distribute, and store satellite data for the nation's civilian environmental satellite (spacecraft and sensor) program. These systems include computers, communications, Radio Frequency (RF) equipment and the associated hardware and software, as well as build, maintain and upgrade the physical infrastructure (eg, facilities) supporting the satellite missions. NESDIS is also responsible for performing similar work on cooperative missions with other United States government agencies, foreign governments, and organizations. NESDIS is responsible for the IT architecture and security of their computer systems processing environmental data, and supporting both operational and administrative functions.The NESDIS organizations are responsible for program level management activities for these satellite missions. Government managers are responsible for the entire environmental satellite program or for portions thereof, including coordinating activities within the various NOAA/NESDIS organizations and with NOAA's National and International partners. NESDIS is also responsible for planning for future satellites, instruments and products, and annual satellite program budgets.Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD.The Acquisition Specialist assists government procurement agencies to develop acquisition strategies, work statements, evaluation plans and qualify vendors. He/she is involved through the entire acquisition life cycle, from pre-award planning through solicitation preparation, contract award, contract administration and contract close-out.The Acquisition Specialist will apply knowledge of the defense acquisition process in the analysis and improvement of acquisition process policy and procedures to devise strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation. He/she will participate in developing acquisition plans, source selection documents (including evaluation criteria), Independent Government Cost Estimates, justifications and approvals, synopses, and requests for proposals/quotes/bids. Tasks also include assisting with the development of pre-award technical documentation (solicitation, IGCE, Technical Evaluation Plan (TEP) and Technical Evaluation Report).
