Senior Management Specialist
OverviewGENERAL SUMMARYProvide project management support in day to day operations of the Federal Identity Credentialing and Access Management (FICAM) program, to include IDManagement.gov website design enhancements and content management (as coordinated with the FICAM team). The FICAM program is responsible for accelerating the adoption of ICAM technologies and solutions which is an essential component of the federal government for cybersecurity protection.Report directly to the FICAM Director and support FICAM team initiatives.ResponsibilitiesResponsibilitiesThe FICAM program office requires support in day-to-day project management operations to plan, document, coordinate, communicate, and organize FICAM related meetings and websites. FICAM requires communication of information from the government to external stakeholders, ie, related to the relaunch of IDManagement.gov. The scope of this task order is to support the overall FICAM mission and its interaction with stakeholders and customers. FICAM - Cybersecurity:Assess processes and procedures to increase collaboration, efficiency, and consensus among FICAM members ongoing throughout the period of performance.Coordinate IDManagement.gov updates and website (Wordpress) maintenance according to FICAM guidelines/standards/policies.Organize FICAM meetings including logistics planning (booking rooms, sending out invites, agenda coordination, etc.).Compose agendas, graphics, and presentation materials to be used during the meetings.Capture meeting notes, action items and distribute them to stakeholders.Assist in any special event planning and facilitation.Manage performance metrics for IDManagement.gov including collection of data, and reporting of data in a digestible form around ICAM solution implementation.Increase understanding of customer practices, needs, demand and inform the role that FICAM can play in supporting and facilitating successful ICAM solution implementation for the customer.Federal IT Policy and Oversight - CybersecuritySupport Federal-wide efforts to assess FISMA related challenges and work proactively to address challenges through analysis and engagement with agency CIOs and agency CISOs.Draft presentations for agency IT and management leadership to facilitate understanding results.Review Federal-wide cybersecurity policies, procedures, and programs through detailed analyses and work with relevant leadership to close gaps.Perform data analysis of agency performance regarding Federal Information Security Management Act (FISMA) metrics; CAP goal performance; annual audits; Information Security Continuous Mitigation (ISCM) strategies and coordinate with the FICAM team to provide input into addressing agency risks and issues.Federal IT Policy and Oversight - GeneralProvide basic logistical support for meetings related to agency IT portfolio oversight, including identifying and reserving meeting location, communicating with attendees, taking notes, summarizing meeting notes.Assist in creating policy development strategies, conduct and facilitate stakeholder outreach, assist in drafting policies, coordinate the receipt of stakeholder and public comments, brief federal officials on project status, conduct background research, develop presentations and talking points on government-wide policy and impact and oversight.Support efforts to create government-wide IT policy.QualificationsRequired QualificationsBachelor's degree in business administration, computer science or a related degree.8+ years of overall experience in IT / cyber security policy and project management support in the areas of planning, execution and reporting.Excellent verbal and written communication skills. Able to communicate effectively and confidently with end users, technologists, team members and executive management.Excellent presentation skills, and ability to develop presentations for all levels of stakeholders.Strong ability to plan and delegate work to achieve task goals.Ability to analyze project requirements and make appropriate recommendations.Proficiency in the Microsoft office suite, with a high degree of proficiency in Microsoft Excel spreadsheets.Excellent attention to detail.Excellent analytical skills.Ability to support multiple tasks simultaneously.Ability to work independently and as part of a team.Desired QualificationsExperience with Microsoft office suite (MS Project).Familiarity with Smartsheets.Familiarity with relevant regulations, policies, and initiatives, including but not limited to Federal Information Security Management Act (FISMA), Federal Information Security Modernization Act of 2014, and Cybersecurity Strategy Implementation Plan (CSIP) for Federal Civilian agencies.Familiarity with relevant Federal IT laws, regulations, policies, and initiatives, including but not limited to Federal IT Acquisition Reform Act and accompanying OMB Guidance; OMB circulars related to IT (including A130, A11, etc.).SECURITY CLEARANCE STATEMENT:Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
