Director Force and Infrastructure Analysis Division
The Office of the Secretary of Defense (OSD) is the principal staff element of the Secretary of Defense in the exercise of policy development, planning, resource management, and program evaluation responsibilities. OSD includes the Offices of the Secretary and Deputy Secretary of Defense, Under Secretaries of Defense, Deputy Chief Management Officer, Assistant Secretaries of Defense, General Counsel, and the Director of Administration.
This position is in the Senior Executive Service (SES), a small, elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As a Senior Executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.
This position is located in the Office of the Deputy Director, Program Evaluation (PE), Cost Assessment and Program Evaluation (CAPE). The Director, CAPE is the principal staff advisor and assistant to the Secretary of Defense for planning, analysis, and evaluation of the Defense Program including formulating the force planning, fiscal, and material guidance upon which DoD forces and programs are based.
The Director, Force and Infrastructure Analysis Division (FIAD), conducts studies of resource issues associated with alternative force structures, operational readiness, and the support posture of the Department of Defense. These studies cover the sufficiency of unit training and equipping, as well as the requirements to supply, support, and maintain forces, including transportation, fuel, training, subsistence, equipment, and related elements.
Many of the studies conducted by the incumbent directly inform the Planning, Programming, Budgeting, and Execution (PPBE) process. Others are directed by senior DoD officials in response to special requirements, or are initiated by the incumbent. The studies contribute directly to decisions made by the Secretary and Deputy Secretary of Defense on the DoD force structure and related support and infrastructure activities.

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below.
EXECUTIVE CORE QUALIFICATIONS: All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages. You are required to respond to all ECQs. If you fail to do so will result in a rating of 'ineligible.' When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Applicants must utilize the Challenge-Context-Action-Result (CCAR) Model when writing Executive Core Qualifications (ECQ). Use two examples of relevant experience for each ECQ being sure your experience matches the ECQ criteria.
Challenge - Describe a specific problem or goal.
Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).
Action - Discuss the specific actions you took to address a challenge.
Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of....) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).
ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Applicants that are either Career SES members, or graduates of the Office of Personnel Management Certified Development Program are not required to address the ECQs.
MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification.
- Broad knowledge of current U.S. Defense postures, policies, and objectives. In particular, in-depth knowledge of current U.S. military force structures and the defense infrastructure that supports them and force planning and analysis involving several of the following: readiness, infrastructure, overseas bases and infrastructure, and energy.
- Ability to develop and apply analytical models and techniques to evaluate the costs, effectiveness, and benefits of alternative U.S. military programs and systems.
- Experience in the concepts and procedures used in a major resource allocation system such as the DoD's Planning, Programming, Budgeting, and Execution system (PPBES).
In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within the application package (Resume, Technical Qualifications and Executive Core Qualifications).
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

The duties and responsibilities of the Director, FIAD position will include, but are not limited to the following:
Initiating and directing an active program of in-house and contract research to develop new methods of assessing force structure alternatives; the interrelationships among combat forces, combat support activities, and other infrastructure activities; and policy trade-offs, within a fixed resource constraint, between such considerations as the size or composition of the force and its readiness. These studies typically will lead to changes in the guidance to the military departments and defense agencies on force structure and operations.
Assisting the Deputy Director (PE) in the execution of their responsibilities to the Director CAPE for administration of the program review. Directing the development of the Program Objective Memoranda (POM) Preparation Instructions (PPI) that prescribe the full content of the Military Department and Defense Agency POM. Directs the central administrative functions (communications, tracking, reporting) of the program review.
Reviewing the reasonableness of the costs in the POM and Budget Estimate Submissions for the Department's operational readiness, infrastructure, and overseas posture programs. Directly interfacing with senior staff within the Office of the Comptroller to help assure the validity of DoD program and budget cost figures, to price budget alternatives, and to reconcile differences between the DoD Comptroller and CAPE cost estimates. Working directly with OSD Policy and the Joint Staff to ensure proposed alternatives are consistent with Departmental guidance and strategy.
Representing the Deputy Director (PE) on steering groups, interdepartmental committees, and similar bodies. Working closely with key staff from the services, military departments, OSD, and other government agencies.
Directing and supervising a staff of highly-trained and qualified operations research analysts, cost analysts, and other professionals, additionally exercising the authority to call upon any element of the Department of Defense for such assistance as may be required. Maintaining surveillance over and providing technical monitorship of contract research studies.
