Contract Administrator Sr (Gov't Contracting exp. required)
Responsibilities: Position Summary Under limited technical direction from senior contract management staff, administers contracts of significance and high volume to the company. Leads and participates in the preparation of complex proposals, negotiation of contracts, and administration of major contracts and modifications. This position will be part of Alion's Government Contracts Services and Solutions Program Management Office located in Fair Lakes, Fairfax, VA. Duties and Responsibilities Provides input to senior contract management staff in the development of contract administration policies and procedures related to contract administration and proposal cost estimating. Reviews complex solicitations and prepares specialized responses for proposals, bids, and contract modifications. Participates in discussions on proposal cost strategy and coordinates special rate calculations and other significant financial impacts. Analyzes contract performance requirements, including unique or unusual special provisions, and terms and conditions to ensure compliance with law, regulations, corporate policy and procedures. Provides guidance on complex contractual requirements and corporate policy to line management organizations. In concert with management and line organizations, develops negotiation strategy for complex contractual issues. Negotiates and establishes Teaming Agreements and Non-disclosure Agreements with prospective partners to respond to client's solicitation requirements. Ensures contract review, approval and execution in accordance with corporate policy. Signs contracts and agreements in accordance with delegated authority. Approved direct purchases in accordance with delegated authority. Maintains data in department information systems and files. Prepares and analyzes complex reports of proposal and contract activities. Acts as liaison between technical staff and others including Financial Operations, Procurement, Security, Property, and Human Resources, on contractual matters. Complies with security procedures in the contracts administration function. May assist in new business pursuits and associated contract and pricing strategy. May participate in development of business alliances and joint ventures. Performs additional duties and responsibilities as assigned. Qualifications: Bachelor's degree in related discipline plus 5 to 7 years of government contracting experience. In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data. Knowledge, Skills, Abilities Thorough knowledge of the Federal Acquisition Regulations (FAR) contract management principles. Experience in high volume IDIQ task order contracts and GSA schedules is highly desirable. Strong customer service orientation. Understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications. Excellent communication, interpersonal, writing and presentation skills. Proficiency with Microsoft Office (Word, PowerPoint and Excel) Good peer relationships and able to work in a team environment.
